UP leads nation in 'Mission Karmayogi'; Home Dept alone completes over 10 million courses

Lucknow, Oct 23 (UNI) Uttar Pradesh has secured the top position in the country, driven by its effective implementation of 'Mission Karmayogi' and its outstanding performance in the capacity building of government officials and employees.
The state was honoured for this achievement during a Northern Regional Workshop, organized jointly by the Dr Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (RUPAM) and the Capacity Building Commission of the Government of India. Rajasthan secured the second position, while Jammu & Kashmir ranked third. With this milestone, Uttar Pradesh has demonstrated its leadership in the realms of administrative efficiency, training, and the continuous capacity building of its personnel.
During the event, Chief Minister Yogi Adityanath commended the efforts of the officials concerned and training institutions that contributed to this state achievement. Representing Uttar Pradesh, M. Devraj (Director General of RUPAM), Sanjay Kumar (Director), and Sunil Kumar Chaudhary (Additional Director and Nodal Officer) were honoured for their contributions.
Under 'Mission Karmayogi,' capacity building has been prioritized as a key administrative objective in Uttar Pradesh.
According to data from the 'iGOT Karmayogi' platform, the state has approximately 1.923 million registered users, with an active participation rate exceeding 99 per cent. Furthermore, more than 350 training institutions have been registered under the 'Unnati' initiative. In January 2026, the state organized a seven-day capacity-building programme for all its officials and employees.
The state also demonstrated an exemplary performance during 'Sadhana Saptah' (a dedicated week for capacity building and skill enhancement). Initiatives such as 'Nirbhay Netri', 'Nirbhay Chetna', 'Kaushal Setu', and 'Kaushal Sarathi' reflect a comprehensive approach toward capacity building within the state.
Under 'Mission Karmayogi', the performance of various departments in Uttar Pradesh was recognized. In the departmental categories, the Home Department secured the first position under Category 'A'. The department achieved a remarkable milestone by completing over 10 million (one crore) training courses. On behalf of the Home Department, DG (Training) Rajiv Agrawal and DIG Dev Ranjan Verma received the honor.
The Basic and Secondary Education Department was awarded the second prize in its respective category, having also completed over 10 million courses. Additional Chief Secretary Parth Sarthi Sen Sharma and Director General (School Education) Monika Rani accepted the award on behalf of the department. The Higher Education Department received the first prize in Category 'B', accepted by Additional Chief Secretary Amit Ghosh. In the same category, the Infrastructure and Industrial Development Department secured the second position, with Additional Chief Secretary Alok Kumar receiving the award.
In Category 'C', the Handloom and Textiles Department was awarded the first prize, while the Administrative Reforms Department received the second. Principal Secretary Anil Kumar Sagar accepted the honor for the Handloom and Textiles Department, and Secretary Bhupendra Chaudhary did so for the Administrative Reforms Department.
Meanwhile, key initiatives by the Capacity Building Commission were also launched during the event, most notably the 'Unnati Capability Index' and the 'National Curriculum Design Framework'. The 'Unnati Capability Index' will enable a more systematic and continuous assessment of the capacity, quality, and progress of training institutions across the country. There are over 1,000 training institutions in India contributing to the capacity building of civil servants.
Previously, the quality of these institutions was evaluated once every two years; however, under the new system, the focus will shift toward regular reviews and continuous improvement. This index will provide a star-rating system based on three indicators and seven domains. Evaluations will be conducted using data related to faculty, curriculum, and institutional structure. Institutions will be compared against others within the same category. Artificial intelligence will be utilized to facilitate analysis and identify opportunities for improvement, while the responsibility for decision-making will remain with the institutions themselves.
Furthermore, through the 'Unnati Readiness Index,' training institutions will be able to assess their current status and chart a path for improvement. The objective is to transform these entities into capacity-building institutions and ensure the continuous enhancement of training quality.
