Vijender Gupta calls for fact-based assessment of Kashmir before and after Article 370 abrogation

New Delhi, Oct 13 (UNI) Delhi Legislative Assembly Speaker Vijender Gupta on Tuesday called for a comprehensive, fact-based assessment of the changes in Jammu and Kashmir following the abrogation of Article 370 in 2019, linking the constitutional move to the national integration agenda pursued by Dr Shyama Prasad Mukherjee.
“Everyone should reflect upon Kashmir before 2019 and Kashmir after 2019. A comprehensive analysis must be undertaken on the basis of facts so that people can understand the significance of the changes that have taken place,” Gupta said.
He was speaking as the chief guest at the inauguration of a two-day national seminar at Shyama Prasad Mukherji College for Women, University of Delhi, to mark the 125th birth anniversary of Dr Mukherjee.
Recalling Mukherjee’s political movement against the special constitutional arrangements for Jammu and Kashmir in 1952–53, Gupta said the changes introduced in August 2019 under Prime Minister Narendra Modi, with union Home Minister Amit Shah steering the parliamentary process, represented the culmination of a struggle that began more than six decades ago.
“Dr. Shyama Prasad Mukherjee’s struggle for national unity found its culmination in the abrogation of Article 370 in 2019,” he said.
The Speaker stressed that the developments in Jammu and Kashmir should be examined through changes in governance, development, public institutions and opportunities available to people. He said such an assessment must be grounded in historical understanding and verifiable evidence rather than political assumptions.
Emphasising the need to familiarise young people with India’s constitutional history, Gupta said students should understand the circumstances surrounding Mukherjee’s struggle, his steadfastness in pursuing his convictions and the wider constitutional questions associated with his movement.
He also highlighted Mukherjee’s contributions to education and institution-building, noting that the former vice-chancellor of the University of Calcutta viewed scholarship and institutional excellence as important foundations of nation-building.
Gupta said universities should encourage independent inquiry, informed debate and critical engagement with history and contemporary issues. The vision of Viksit Bharat, he added, should extend beyond economic growth and technological advancement to include educational excellence, scientific research, institutional accountability and equitable opportunities.
He also underlined the importance of expanding opportunities for women in higher education, research, governance and public leadership.
Organised by Sahitya Akademi in association with Shyama Prasad Mukherji College for Women, the seminar is being held under the theme “Intellectual Legacy, National Vision and the Journey towards Viksit Bharat”. It brought together academicians, scholars and students to discuss Mukherjee’s intellectual legacy, his role in India’s political development and the relevance of his ideas to contemporary national aspirations.
Gupta urged students to look beyond ceremonial commemorations and engage more deeply with Mukherjee’s political and intellectual contributions. He also invited them to visit the Delhi Legislative Assembly under its Youth Outreach Programme to gain first-hand exposure to legislative proceedings and democratic institutions.
On the occasion, the Speaker presented a copy of The Collected Speeches of the Bengal Tiger Asutosh Mookerjee, highlighting the importance of preserving India’s intellectual and educational heritage.
The inaugural session was attended by K. G. Suresh, Director of the India Habitat Centre; Balram Pani, Dean of Colleges at the University of Delhi; Varun Gulati, Secretary of the Sahitya Akademi; Sudeshna Mazumdar, Chairperson of the college’s governing body; and Neelam Goel, the college principal, among others.UNI PWS AAB
