Himachal: Stray dog menace sparks outrage in Shimla

Shimla, Apr 30 (UNI) A troubling incident in Shimla's Dhalli area has brought the spotlight back on the growing menace of stray dogs in the hill town.
On Tuesday morning, three children were reportedly attacked by strays near the Dhalli tunnel, leaving one seriously injured and hospitalized at IGMC.
The incidents occurred at different time during the day, triggering widespread anger among residents and political leaders alike.
During a meeting of the Shimla Municipal Corporation, councillors from both the BJP and Congress raised the issue, accusing the civic body of failing to act despite repeated complaints.
The councillors called the situation a public safety emergency, especially for children and women.
Adding to the protest, social worker Karamchand Bhatia staged a dharna outside the Mayor’s office after his eight-year-old son Aditya was injured in the attack while on his way to school.
Bhatia ended his protest only after Mayor Chauhan met him and assured prompt action on the issue.
However, civic authorities remain constrained by animal protection laws that prohibit the capture or killing of stray dogs.
With public safety and animal welfare now in direct conflict, the incident has reignited a debate over the need for legal reform to allow municipal bodies to respond more effectively to aggressive strays.
