In a counter to CM's last week meet, TN Guv convenes VCs meet on Apr 25, 26

Chennai, Apr 22 (UNI) In what could be perceived as a counter to the one organised by
Chief Minister M K Stalin last week on the basis of a Supreme Court order, Tamil Nadu
Governor R N Ravi, asserting that he was still the Chancellor of the State-run varsities and
has convened a meeting of Vice-Chancellors of the Universities at Ooty on April 25 and 26.
A Raj Bhavan communique on Tuesday said the VCs meeting will be inaugurated by
Vice President Jagdish Dhankar, whom the Governor met at New Delhi a couple of days
back.
The conference, to be held at Raj Bhavan in tourist spot of Udhagamandaam, called as
the Queen of hill stations, is seen by the DMK and its allies as an attempt to undermine
the democratically elected government even after the Supreme Court had passed serious
strictures on the Governor not giving assent to the Bills adopted in the State Assembly.
Passing orders on a plea filed by the DMK, the Apex court, by vesting its power under
Article 142 of the Constitution, also ruled that all the 10 Bills adopted in the Assembly
and referred to the President by Ravi, were deemed to have got his assent.
Among the 10 new Acts, which were notified in the Government gazette following the
Court order, included the ones under which the Governor ceases to exist as the
Chancellor of State-run Universities and making the Chief Minister as Chancellor
with powers to to appoint the VCs.
Armed with the Court order, Mr Stalin had convened a meeting of VCs and Registrars
of all State-run varsities last week and discussed measures to improve the quality of
higher education in the State.
In this backdrop, the Governor, in a counter has convened a meeting of VCs this weekend
and has also invited the Vice-President to inaugurate it.
The Raj Bhavan communique said the annual conference of Vice-Chancellors of
State, Central and Private Universities/ Institutions of Tamil Nadu is being organized
on April 25 and 26 at Raj Bhavan, Udhagamandalam for the fourth consecutive year.
"Mr Jagdeep Dhankhar, Hon’ble Vice-President of India has kindly consented to be
the Chief Guest and will inaugurate the conference on April 25 and the Governor-the
Chancellor of State Universities of Tamil Nadu will preside over the Conference", it
said.
It may be noted that Mr Dhankar drew criticisms while commenting on Supreme Court
order fixing time frame for the President of India to decide on giving assent to the Bills
forwarded to her after being adopted in the State Assemblies.
He had said that the court has no powers to fix a time frame for the President, triggering
condemnation from the Opposition parties.
The Conference aims to have detailed deliberations and interactive
sessions on a gamut of issues covering Implementation of National Credit
Framework, Academic collaborations among Universities, use of Artificial
Intelligence to maximize learning outcomes, financial management in educational
institutions, research excellence, promoting entrepreneurship, capacity building
for learners, creating wealth through Intellectual Property (IP) and careers in
rehabilitation of differently abled persons.
Eminent speakers from academia, government and industry will cover the above
topics.
There would also be a special address by Prof. Ajay Kumar Sood, Principal Scientific
Adviser to the Government of India on the topic - ‘Frontiers in Science and Technology’.
The Conference will bring together Vice-Chancellors of the State, Central and Private
Universities/ Institutions from across the State and aims to foster collaboration, share
best practices and explore innovative approaches to Higher Education in a rapidly
evolving academic landscape, it said.
Meanwhile,leaders of the alliance parties of the ruling DMK have condemned the
Governor's move to hold a counter meeting. Following the Apex Court order, they
have also demanded either the removal of the Governor or his recall by the Centre.
The main ally, Congress has announced a protest demonstration in the Nilgiris
on April 25 against the Governor and termed the meeting as violation of the Apex
Court order, which had strictly indicted him and also against the Constitution.
