Number of seats in Lok Sabha from Bihar would have increased, had delimitation not been stayed: Kushwaha

Patna, Apr 15 (UNI) President of Rastriya Lok Morcha (RLM) Upendra Kushwaha on Tuesday said several Lok Sabha seats from Bihar would have increased if delimitation had not been stayed through an Act enforced in 1976 during the emergency era.
Kushwaha told media persons here that there was a constitutional provision to carry out a delimitation exercise after the census, so that the number of seats in Lok Sabha and state assemblies could be increased on the basis of an increase in population. In 1976, an Act was enforced during the emergency era, which stayed the delimitation and increase in the number of seats in Lok Sabha and state assemblies for the next 25 years, he pointed out. In the year 2001, the delimitation commission was constituted, but only balancing on the basis of population was done while a number of seats were not changed, he added.
" Population of Bihar increased since the number of seats was fixed at 543 in Lok Sabha decades back, and several seats would have increased, had the stay on delimitation not been made in 1976 ", RLM leader said, adding that besides Bihar, other Hindi speaking states also suffered losses in the same way. It was distressing to note that Hindi-speaking states were still among the backward states of the country, he remarked.
