Odisha to regulate private ambulance services

Bhubaneswar, May 17 (UNI) The Odisha government is set to launch a campaign-mode registration drive to bring all private ambulance services under a unified and standardized framework.
The initiative aims to create a verified database, streamline enforcement, and enable the efficient, real-time deployment of private ambulances across the state.
The decision was taken during a meeting chaired by Usha Padhee, Principal Secretary of the Commerce & Transport Department, with the goal of enhancing emergency medical transport services in Odisha.
The meeting focused on establishing a comprehensive regulatory framework for private ambulance operations throughout the state.
Recognizing the critical role private ambulances play in addressing healthcare gaps—especially in remote and underserved areas—the discussion highlighted the importance of improving transparency, ensuring operational consistency, and enhancing accessibility for citizens.
A key outcome of the meeting was the proposal to incentivize private ambulance operators to register and comply with service guidelines.
These incentives, combined with clear regulatory directives, are expected to encourage widespread participation and voluntary compliance. Strict enforcement mechanisms will also be implemented to eliminate unauthorized or exploitative practices.
In addition, all registered ambulances will be integrated with the Vehicle Location Tracking System (VLTS), enabling GPS-based monitoring and faster emergency response.
Officials also revealed plans to link ambulance services with the Odisha Yatri App, offering a seamless, tech-enabled platform for citizens to locate, book, and access ambulance services—improving last-mile healthcare delivery.
To prevent arbitrary pricing, the departments proposed the creation of a Standard Operating Procedure (SOP) for fare regulation.
The fare structure will be aligned with the Consumer Price Index (CPI), ensuring fairness and affordability over time and across different regions.
This initiative aligns with the broader vision of building a future-ready, inclusive, and citizen-centric healthcare and transport ecosystem.
