AP Cabinet approves reservations for BCs in local body elections based on RR Mishra commission report

Vijayawada, Oct 10 (UNI) The Andhra Pradesh Cabinet chaired by Chief Minister N Chandrababu Naidu has decided to provide reservations to the Backward Classes in the ensuing local body elections as per the recommendations made by the Rajeev Ranjan Mishra-led special commission.

Informing the media about the Cabinet decisions on Saturday, Minister for Agriculture K Atchannaidu said that a special commission has been constituted in accordance with Supreme Court guidelines regarding BC reservations.
The commission, headed by senior IAS officer Rajiv Ranjan Mishra, submitted a report on reservations for Backward Classes (BCs) based on their population within local bodies, he said.

“The Cabinet has approved the commission's recommendations after reviewing them and forwarded the matter to the Election Commission for further action,” the Minister noted.
In accordance with the Commission's recommendations, reservations for BCs were determined based on different units depending on the nature of the local bodies, the Minister explained.

“The proposed reservations for BCs are: 26.73% for Gram Panchayat ward members, 27.95% for Gram Panchayat Sarpanches, 25.55% for MPTC members, 24.60% for MPP presidents, 24.60% for ZPTC members, 23.08% for Zilla Parishad Chairpersons, 32.78% for Urban Local Body ward members, 33.02% for Municipal Chairpersons, and 35.29% for Mayors,” the Minister announced.

“The BCs receive an average of 28.18 percent reservation across all local bodies combined. Although the percentage might appear lower in certain units, the reservations were determined based on local population data, commission recommendations, and legal constraints,” the Minister highlighted.

Minister Atchannaidu made it clear that NDA alliance parties have decided to provide opportunities to the BCs in the local body elections 'exceeding 34 percent at the party level’ in areas where reservations are currently below that figure.
Atchannaidu reiterated that the government is ready to conduct local body elections on schedule as soon as the Election Commission issues the notification.

Social Welfare Minister DBV Swamy stated that despite a potential reduction in the statutory share of seats for Backward Classes (BCs) in certain units due to SC and ST reservations, the TDP has decided to create additional political opportunities for BCs, adding that the reservations were finalized based on a special commission's report and in accordance with Supreme Court guidelines.
