Arlekar seeks removal of Kerala PSC chairman and 15 members, refers matter to President

Thiruvananthapuram, Oct 25 (UNI) Outgoing Kerala Governor Rajendra Vishwanath Arlekar has recommended the removal of Kerala Public Service Commission (PSC) chairman M R Baiju and 15 other members, forwarding the recommendation to President Droupadi Murmu shortly before demitting office.
The move follows allegations of irregularities in PSC examinations and recruitment procedures, including the selection process for a post in the Kerala State Planning Board. If the recommendation is taken forward, the matter will have to be examined in accordance with the constitutional provisions governing the removal of members of State Public Service Commissions.
The recommendation covers all 16 members of the Commission, including its chairman. The development assumes significance amid growing scrutiny of alleged lapses in examination evaluation and recruitment procedures.
The Special Investigation Team probing alleged irregularities in the Planning Board recruitment process has examined lapses in the evaluation of examination answers and recommended departmental action against two PSC officials. The investigation has also brought renewed attention to the functioning of the Commission and the safeguards governing its recruitment procedures.
The Kerala PSC is a constitutional body responsible for conducting examinations and advising the state government on appointments to public services. Allegations concerning its selection procedures have raised questions about transparency and accountability in public recruitment.
However, the recommendation does not automatically terminate the tenure of the chairman or other members. Article 317 of the Constitution provides that the President may remove the chairman or a member of a State Public Service Commission on grounds of misbehaviour only after referring the matter to the Supreme Court for an inquiry and receiving a report that the person concerned ought to be removed.
The Constitution also provides for removal in certain other specified circumstances. Any action against the PSC leadership must comply with the applicable constitutional provisions, and the allegations cannot be treated as established merely because a recommendation has been made.
The President's response to the recommendation will determine the next course of action in the matter.
