Bihar Govt steps up efforts for speedy disposal of pending cases: AG

Patna, Sept 29 (UNI) In view of the huge pendency of cases in courts, the Bihar government has initiated a series of measures for their early disposal in the interest of the common people, Advocate General S D Sanjay said on Tuesday.
In an interview to UNI here, he said the government had accorded priority to speedy trials and special attention was being given to winding up pending cases.
Referring to cases against former MLA and senior RJD leader Ritlal Yadav, the Advocate General said Special Public Prosecutor of Patna Civil Court Ram Binay Singh had been directed to conduct the trials in cases against the former legislator.
Singh had been specially entrusted with looking into the cases against Yadav with the objective of ensuring their early disposal and speedy delivery of justice.
Ritlal Yadav is currently lodged in Bhagalpur Central Jail after being shifted from Patna's Beur Jail. Though the Patna MP-MLA court recently granted him conditional bail in a 2003 murder case, he continues to remain in custody in connection with other pending criminal cases, including extortion-related charges.
The former RJD legislator has also faced allegations relating to grabbing public land, extortion of builders and money laundering. He had earlier been lodged as an undertrial prisoner in Beur Jail in connection with these cases.
The state government had ordered his transfer from Beur Jail to Bhagalpur Central Jail on April 30 last year, citing security considerations.
He has been accused, among other charges, of demanding Rs 50 lakh in extortion from a builder, Kumar Gaurav. Several criminal cases have been registered against him, including allegations of murder, extortion, rioting and criminal conspiracy.
The Advocate General also spoke about measures being taken for the welfare of young advocates. He said advocates who enrolled after April 1, 2024, would be provided financial assistance of Rs 5,000 per month, subject to prescribed income-related conditions.
The payment under the scheme is expected to begin from the first week of October this year, he said.
On the appointment of law officers, Sanjay said fresh appointments would be made and the formalities would be taken up soon. He said that, in his capacity as chairman of the selection commission, he had overseen the appointment of 119 law officers.
"Senior APPs and APPs would be appointed soon and a fresh advertisement would be issued," he said.
The government was also working on the appointment of around 500 assistant counsels to assist law officers in handling cases, Sanjay added.
Meanwhile, advocate Prashant Pratap of Patna High Court has welcomed and appreciated the government's initiative to strengthen the speedy trial system, describing it as an important step towards ensuring timely justice for ordinary citizens.
He said that an efficient and time-bound trial mechanism is essential for reducing delays in the judicial process and ensuring that people do not have to wait for years for their cases to be decided.
He also highlighted that a large number of undertrial prisoners are still lodged in jails across the state, many of whom continue to await the conclusion of their trials.
According to him, strengthening the speedy trial mechanism can help reduce the burden of pending cases, facilitate quicker disposal of matters, and provide relief to both victims and accused persons.
He emphasised that timely justice is an important component of a fair and effective criminal justice system and that sustained efforts are required to make the process faster, accessible, and more efficient.
