Centre expands eligibility for Census 2027 enumerators, includes private school teachers, bank and PSU staff

Panchkula, Oct 16 (UNI) The Centre has widened the pool of personnel eligible for appointment as census enumerators, bringing teachers of government and private educational institutions, bank employees, public sector undertaking (PSU) staff and officials of various organisations within the scope of enumeration duties ahead of Census 2027.
The Ministry of Home Affairs, through the Office of the Registrar General of India, notified the Census (Amendment) Rules, 2026, on October 16, substituting the existing provisions relating to enumerators under Rule 3 of the Census Rules, 1990.
The amendment also empowers state governments and union Territory administrations to appoint any other person they consider suitable for performing enumeration duties, giving them greater flexibility in mobilising manpower for census operations.
According to notification G.S.R. 896(E), issued under Section 18(1) of the Census Act, 1948, the revised rules cover teachers of educational institutions run by the government, local authorities, aided or unaided private bodies, societies and trusts.
The notification specifically includes "teachers of any educational institution of the Government, local authority, aided or unaided private bodies, societies or trusts" among those eligible for enumeration duties.
The revised provisions also cover clerks and other officials of the Central Government, state governments, local authorities and establishments, including PSUs, statutory bodies, banks, companies, institutions, societies and trusts.
In a significant provision, the notification allows the appointment of "any person, as the State Government or the union territory Administration may consider suitable, to perform the duties as an Enumerator."
The changes provide a broader staffing framework for census operations by allowing administrations to draw personnel from educational institutions, government departments, financial institutions and other establishments.
The amendment, however, does not specify the number of enumerators to be appointed, the deployment schedule or remuneration for personnel assigned census duties.
The Census (Amendment) Rules, 2026, will come into force from the date of their publication in the Official Gazette. The original Census Rules were notified on December 31, 1990, and subsequently amended in 1994, 2009, 2018 and 2022.
The latest notification has been issued by Mrityunjay Kumar Narayan, Registrar General of India and Census Commissioner.
