CISF restructures security network, shifts to sector-specific operations from November 1

New Delhi, Oct 17 (UNI) The Central Industrial Security Force (CISF) is set to overhaul its administrative and operational structure from November 1 in a major reshuffle aimed at strengthening security management at critical infrastructure and strategic installations across the country, with the changes approved by the Ministry of Home Affairs (MHA).
Officials said the reorganisation aims to align the supervisory structure of the Force more closely with the specific security requirements of different sectors, including power, coal, steel, petroleum and natural gas, ports, government buildings, museums, monuments and mass rapid transit systems.
“The objective is to improve operational oversight, promote sector-specific expertise, ensure greater uniformity in security practices and strengthen coordination with the concerned ministries, departments and installation managements,” CISF statement said.
The CISF is shifting from territorial-based supervision to sector-specific security management, aiming to strengthen protection of critical infrastructure through specialised training, tailored security procedures and better coordination with the organisations it guards.
The force, which secures airports, seaports, power plants, coal mines, atomic energy and space installations, petroleum facilities and other strategic establishments, has undertaken a functional realignment of its supervisory structure following a review and approval by the Ministry of Home Affairs (MHA).
“Each sector has distinct operational processes, infrastructure, potential hazards and security vulnerabilities,” the CISF said, explaining the need for a specialised approach to managing security across diverse establishments.
Under the earlier arrangement, administrative and operational supervision was largely organised on the basis of territorial jurisdiction. However, the force has progressively adopted a functional approach over the past 25 years in selected sectors, including aviation and strategic establishments under the Department of Atomic Energy and the Department of Space.
According to the CISF, the experience gained from this approach highlighted the benefits of “specialised supervision, focused training, sector-specific Standard Operating Procedures (SOPs), better utilisation of specialised personnel and closer coordination with the concerned organisations.”
Building on this experience, the force reviewed the supervisory structure of the remaining territorial sectors and undertook their functional realignment after consultations with supervisory formations, branches at Force Headquarters and senior officers.
Under the revised structure, the CISF has reorganised its existing territorial sectors into specialised functional units, with the National Capital Region Sector renamed the Government Buildings, Museums and Monuments and Mass Rapid Transit System (GBMM & MRTS) Sector in New Delhi. The North Sector in New Delhi and North Eastern Sector-II in Kolkata have been redesignated as Power-I and Power-II Sectors, respectively, while the Eastern Sector in Ranchi has become the Coal Sector and the Central Sector in Bhilai the Steel Sector. The North Eastern Sector in Guwahati has been converted into the Petroleum and Natural Gas Sector.
As part of the realignment, the Western Sector in Mumbai and South Sector in Chennai have been reorganised as the West Coast Port Sector and East Coast Port Sector, respectively, to strengthen security oversight of maritime infrastructure. The DAE & DoS Sector in Bengaluru and Airport Sectors-I in New Delhi and II in Bengaluru will continue under their existing functional arrangements.
Officials said the timely reform has been done in view of CISF’s expanding responsibilities
“The reorganisation assumes particular significance as CISF’s mandate is expanding beyond conventional industrial security to encompass new and specialised security responsibilities,” the statement said.
CISF has been designated as a Recognised Security Organisation (RSO) for port facilities under the International Ship and Port Facility Security (ISPS) Code. The functional realignment of port-sector supervision is expected to support the development of specialised port-security expertise and coordination with port authorities and other stakeholders.
CISF has also been entrusted with security responsibilities at high-security correctional facilities in Jammu and Kashmir. At the same time, the Force has been designated as the nodal agency for aerial security of critical infrastructures. These responsibilities require specialised training, clear operational accountability and a coordinated approach to emerging security challenges.
Recognising the growing importance of technology in security management, CISF is also strengthening its cyber-security and drone and anti-drone capabilities through specialised training and collaboration with premier institutions. These initiatives are aimed at enhancing preparedness against cyberattacks, digital threats and hostile unmanned aerial systems that may endanger vital installations.
For the nation, this reorganization ensures that India’s strategic and economic assets are guarded by a highly specialized, sector-specific security apparatus. By transitioning to a purely functional command, the CISF will establish greater uniformity in security practices, foster closer coordination with client ministries, and proactively counter emerging, sector-specific threats.
“This modernization ensures that the CISF remains a dynamic, future-ready force, securing the foundation of India's rapid economic growth and protecting its vital infrastructure in a rapidly changing security landscape,” the statement said.
