Congress MLA Amin Patel flags 95,538 alleged SIR errors in Mumbadevi, seeks Electoral Roll review

Mumbai, Oct 08 (UNI) Congress MLA and Deputy Leader of the Congress Legislative Party Amin Patel has flagged alleged irregularities in the ongoing Special Intensive Revision (SIR) of electoral rolls in the Mumbadevi Assembly constituency, claiming that 95,538 voters, or around 39 per cent of the total electorate, have been categorised as "Dead", "Permanently Shifted", "Untraceable/Absent" and other categories.
In a letter addressed to Maharashtra Chief Electoral Officer S. Chockalingam, Patel said several genuine voters had been wrongly classified despite submitting the prescribed SIR forms to Booth Level Officers (BLOs) and receiving acknowledgements.
The letter, dated October 8, 2026, and received at the Central Receipt Centre (CRU) of the General Administration Department, Mantralaya, was also tagged to the Election Commission of India.
Patel said the SIR exercise was intended to ensure that all eligible voters remained on the electoral rolls and that no genuine voter was deprived of the right to vote.
He cited 20 cases as examples of alleged discrepancies in the electoral records.
Among the cases listed were Nargis Sayed (NFP4012191) and Ruksana Noor Mohd (NFP6449292), who were classified as "Death", while Zulekha Iqbal Mansuri (NFP6321806) was shown as "Already Enrolled".
The letter also listed 17 members of families who were allegedly classified as "Permanently Shifted" or "Untraceable/Absent". These included Ruksana Abbas Arsiwala, Abbas Yusuf Ali Arsiwala, Husain Abbas Arsiwala, Mobez Abbas Arsiwala, Juzar Shabbir Nulwala, Abizar Shabbir Nulwala, Shabbirbhai Taherali Nulwala, Maryambai Shabbir Nulwala, Inamdar Rakashanda A Rehman, Shaikh Hameeda Abdul Rahim, Khan Zainab Basheer Ahmed, Chowdhary Zohra Bilal Ahmed, Rayeen Nizamuddin Mohd Shafi, Rayeen Mohd Noman, Rayeen Haider Ali, Rayeen Mohd Huzaifa and Rayeen Farah Nizamuddin.
Patel said the discrepancies raised serious questions over the accuracy of the revision process and the manner in which information collected during the SIR was being reflected in electoral records.
"It is difficult to understand how the same voter could subsequently be classified as Death, Permanently Shifted, Untraceable/Absent, others," he said, pointing out that the concerned BLOs had already collected the prescribed forms from the voters.
Patel urged the Chief Electoral Officer to ensure that no voter was marked as dead, shifted, untraceable or otherwise excluded merely because of errors in data entry, processing or verification.
He also sought appropriate verification and corrective measures to ensure that all eligible voters in the constituency remained entitled to exercise their franchise.
