Delhi: ERO clarifies regarding media report on AC- 40 missing names from SIR draft

New Delhi, Sep 17 (UNI) The Electoral Registration Officer of Delhi's assembly constituency-40 on Thursday clarified regarding a media report titled "In seat Kejriwal lost by thin margin, nearly 40 per cent names added before 2025 polls now missing in SIR draft", stating that due process was followed and there was no irregularity.

The ERO mentioned that the report raised issues regarding names not appearing in the Draft Electoral Roll of Assembly Constituency No. 40-New Delhi, including references to electors who were added to the electoral roll before the General Election to the Legislative Assembly.

Explaining the non-inclusion of names of students in Blind Relief Association, the report is self explanatory as the students had shifted to outside of NCT of Delhi and were not residing at the said location during the Enumeration Phase, and the BLO has correctly placed any such voters in the Absent, Shifted, Dead, and Duplicate (ASDD) list, the officer stated.

The officer specified, citing an example that in Pillanji Village, Sarojini Nagar in House No-P8, the voters namely Arun Kumar, Raju Kumar, Chandresh, Rahul Rana, Raja, Pappu Singh, Ankit Bhan, Satyavir and Digpal Singh were not found residing as per BLO report, and as per recommendation of the BLO their names were marked in ASDD lists and were excluded from the Draft Electoral Roll.

Similarly, with regard to the case of Girish Chandra Pal, it is informed that his name was deleted in the pre-SIR phase on 20.05.2026 after completion of all formalities.

Mentioning case of Jamshed Alam, the cleric and resident of the Dargah Sayid Hussain of Panchkuiyan Road, the ERO clarified that he was an elector in AC-40 prior to commencement of SIR, and when approached by BLO for enumeration form, he refused to receive and sign the form as he informed about his other EPIC existing in Bihar, and was correctly placed in ASDD list with remarks as refused to sign.

Similarly in East Kidwai Nagar GPRA (General Pool Residential Accommodation), the residents and electors who are central government employees, and due to the nature of their duties which involves transfers and postings outside Delhi, the electors who were not able to submit their EFs or were found to have shifted from their allotted quarters were duly placed in ASDD lists and were subsequently excluded.

Those residents who have moved to different govt quarters or have shifted out from govt quarters after superannuation have been placed in ASDD lists and have been excluded from the Draft Electoral Roll, the officer clarified further.

The figures and individual cases mentioned in media reports relate to particular categories and periods of electoral-roll revision, and the mere comparison of additions in one revision period with non-inclusion in a subsequent Draft Electoral Roll cannot, by itself, establish that a deletion or non-inclusion is erroneous and malafide, the election officer explained.

The officer said that draft electoral roll published on August 31 has been prepared on the basis of the prescribed procedure and verification process, that is on the basis of Enumeration Forms submitted by the Electors whose names were present in the Electoral Roll prior to the commencement of SIR.

It is emphasized that non-inclusion of a name in the Draft Electoral Roll does not, by itself, constitute a final determination of ineligibility, and persons whose names are not appearing in the Draft Electoral Roll have the prescribed opportunity to submit a claim for inclusion, the officer added.
