Ensure timely delivery of govt schemes to eligible beneficiaries: Kangra DC

Dharamshala, Sep 16 (UNI) Kangra Deputy Commissioner Hemraj Bairwa on Wednesday directed officials to ensure that the benefits of government schemes reach eligible beneficiaries in a time-bound manner and that pending development works are completed on priority.
Chairing a meeting to review the progress of various development schemes and works in the district, Bairwa took stock of ongoing projects, pending works, financial progress and future action plans.
The meeting reviewed several issues related to the Rural Development Department, including construction and utilisation certificates of Community Service Centres under RGSA, construction of Panchayat Ghars in newly constituted gram panchayats, expenditure under the 15th Finance Commission, complaints received through the Chief Minister's Helpline and pending inquiries involving Panchayati Raj Institutions.
The Deputy Commissioner directed officials to regularly review complaints received through the Chief Minister's Helpline and ensure their disposal within the prescribed timeframe.
Reviewing the Swachh Bharat Mission, he directed Block Development Officers to prepare systematic route plans for plastic waste collection and strengthen door-to-door collection and management at the panchayat level.
He also stressed effective utilisation of resources and proper functioning of plastic waste management units.
The construction and land-related issues concerning Panchayat Ghars in newly constituted and bifurcated gram panchayats were also reviewed.
The DC directed officials to expedite pending cases related to land selection, NOCs, token money and grant approvals.
The status of works relating to Panchayat Ghars in 81 newly constituted gram panchayats was also assessed.
Under the Viksit Bharat–Rozgar and Aajeevika Mission (VB-G RAM G), the meeting reviewed generation of employment days, pending works, timely payments, geo-tagging and job card e-KYC.
The DC said 2,16,087 person-days had been generated in Kangra district up to August 2026.
The progress of Pradhan Mantri Awas Yojana-Gramin (PMAY-G), including houses affected by natural disasters, special projects and old pending housing cases, was also reviewed.
Under the 15th Finance Commission, total expenditure of Rs 241.30 crore had been recorded at the gram panchayat level up to September 15, 2026, he said.
Progress under the National Rural Livelihood Mission (NRLM), including self-help groups, Cluster Level Federations, bank credit linkages, startups, revolving funds, community investment funds and the Lakhpati Didi initiative was also discussed.
Reviewing the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) 2.0, Bairwa said Rs 433.19 lakh had been spent during 2026-27 for five concerned blocks, with expenditure progress standing at 86 per cent.
The DC directed officials to regularly monitor development schemes, complete pending works on priority, improve inter-departmental coordination and ensure timely delivery of government schemes to eligible beneficiaries.
Additional Deputy Commissioner Vinay Kumar, District Development Officer (Rural Development) Abhineet Katyayan, District Panchayat Officer Sachin Thakur, all Block Development Officers and officials of various departments attended the meeting.
