Frozen loans, corruption charges hit Solan SC/ST Corp office

Solan, Sep 20 (UNI) The Himachal Pradesh Scheduled Castes and Scheduled Tribes Development Corporation office has plunged into a fierce political storm over alleged financial irregularities, bureaucratic apathy, and misallocated welfare funds, in Solan.
Mounting a scathing attack against the SC/ST Corp office, senior Bharatiya Janata Party (BJP) leader Dr. Rajesh Kashyap accused the corporation's Solan office of degenerating into an "epicenter of corruption."
At the heart of the controversy is a staggering expenditure of ₹18 lakh sanctioned solely for constructing a single public convenience facility within the office complex—even as self-employment lending to genuine SC/ST applicants remains virtually frozen.
Questioning the audit trails and tendering protocols, Dr. Kashyap termed the ₹18-lakh toilet an egregious case of graft and inflated procurement.
"When aspiring youth from marginalized communities run pillar to post for modest self-employment loans of a few lakhs, public funds are being brazenly siphoned under the guise of lavish office refurbishments," Dr. Kashyap said, pointing to skewed administrative priorities.
The allegations extend beyond dubious infrastructural outlays. The BJP leader charged the agency with running a dual playbook, stalling sanction orders for centrally sponsored micro-lending schemes on one hand, while deploying aggressive, arm-twisting tactics to recover dues from destitute borrowers on the other.
The confrontation has also brought the corporation's administrative downsizing under harsh scrutiny. Dr. Kashyap condemned the recent closure of field sub-offices across remote pockets of the state, noting that the decision has cut off marginalized rural communities from institutional credit.
"Forced to undertake grueling, expensive journeys to the district headquarters, vulnerable applicants are caught in bureaucratic red tape, leading many to abandon their applications midway," he said.
The escalating row has put the state government on the defensive, providing the principal opposition fresh leverage to contest the ruling party's pro-marginalized narrative as "rhetorical and detached from ground reality."
Outlining the demand, the BJP insisted on immediate administrative intervention into A comprehensive technical and financial vigilance probe into the ₹18-lakh facility construction,
A detailed White Paper tabling the disbursement records of all central welfare funds and micro-credit portfolios and immediate restoration of decentralized field branches to curb middleman exploitation and guarantee direct access for grassroots beneficiaries.
