FSSAI proposes ban on added sucrose, fructose in infant food products for babies up to six months

New Delhi, Oct 18 (UNI) The Food Safety and Standards Authority of India (FSSAI) has proposed prohibiting the addition of sucrose and fructose to food products intended for infants up to six months of age, tightening the existing regulatory provisions governing carbohydrates in infant nutrition products.
The proposed amendment to the Food Safety and Standards (Foods for Infant Nutrition) Regulations, 2020, was notified on October 15 and published in the Gazette of India on October 16.
The draft seeks to insert a proviso under Regulation 3(6), stating that "Provided that sucrose and fructose shall not be added in the products intended for infants up to the age of 6 months."
Under the existing regulatory framework, lactose and glucose polymers are preferred carbohydrate sources, while sucrose and fructose are permitted subject to prescribed conditions, including a combined limit of 20 per cent of total carbohydrates.
The proposed amendment would prohibit the addition of these two sugars to products intended for infants up to six months, while retaining the broader regulatory framework for infant nutrition products.
The FSSAI has invited objections and suggestions from stakeholders and the public within 60 days from the date copies of the Gazette notification are made available to the public.
The regulator said all representations received within the stipulated period would be considered before finalising the amendment.
Objections and suggestions can be submitted to the Chief Executive Officer, FSSAI, FDA Bhawan, Kotla Road, New Delhi-110002, or emailed to [email protected].
The draft regulations, titled the Food Safety and Standards (Foods for Infant Nutrition) Amendment Regulations, 2026, have been issued under Section 92 of the Food Safety and Standards Act, 2006, with the previous approval of the Central Government.
The principal regulations were notified on December 4, 2020, and last amended on August 30, 2022.
The notification, bearing file number RCD-09002/3/2026-Regulatory-FSSAI, was issued by FSSAI Chief Executive Officer Rajit Punhani.
The proposed restriction will become enforceable only after the amendment is finalised and brought into effect. It does not impose a blanket prohibition on all sugars or carbohydrates in infant nutrition products.
The Ministry of Health and Family Welfare said the proposal was aimed at minimising unnecessary exposure to added sugars during early infancy and addressing dietary risk factors associated with childhood obesity and related health concerns. It also complements public health recommendations promoting exclusive breastfeeding during the first six months of life.
