FSSAI proposes restrictions on the manufacture and sale of analogue products as ‘paneer’

Panchkula, Sep 24 (UNI) The Food Safety and Standards Authority of India (FSSAI) has proposed restricting the manufacture and sale of analogue products labelled as “paneer” to prevent consumers from being misled about their nature and composition.
This proposal is included in the draft Food Safety and Standards (Prohibition and Restrictions on Sales) Amendment Regulations, 2026, published in the Gazette of India on September 23.
The notification states that FSSAI proposes to amend the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011 by adding a new clause (12) after clause (11) in sub-regulation 2.1.1.
The proposed clause addresses “paneer made of constituents not derived from milk.”
FSSAI stated that the amendment aims “to restrict manufacturing and sale of analogue products as paneer” to prevent consumers from being misled about the product’s nature and composition.
The notification also requires products already licensed or registered under the “Analogue in Dairy Context” category to discontinue the use of the term “Paneer” in their nomenclature, labelling, or marketing.
The draft regulations have been issued under Section 92 of the Food Safety and Standards Act, 2006, with the previous approval of the Central government.
The draft will be considered 60 days after the Official Gazette containing the notification is made available to the public.
FSSAI invites objections and suggestions from those likely to be affected by the proposed regulations. Submissions should be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi-110002.
Objections and suggestions received within the specified period will be considered by FSSAI.
