Haryana makes English medium mandatory in Class 1 across hundreds of schools

Kamlesh Kali
Panchkula, Oct 27(UNI) In a sweeping overhaul of its primary education architecture, the Haryana School Education Department has issued a landmark notification re-designating hundreds of government primary schools attached to premier secondary institutions, mandating English-medium instruction from Class 1 and making co-education compulsory across all affected institutions with immediate effect.

The notification declares that government primary schools, including Government Model Sanskriti Primary Schools, located adjacent to or within the premises of Model Sanskriti, Chief Minister Excellence and Early English (CMEEE), and PM Shri Senior Secondary and High Schools, will be reclassified under a new nomenclature aligned with their parent secondary institutions.

Under the restructuring, Government Primary Schools and Government Girls Primary Schools attached to PM Shri or CMEEE secondary schools will now be designated as Government Chief Minister Excellence and Early English Primary Schools (GCMEEEPS). Similarly, Government Model Sanskriti Primary Schools attached to CMEEE institutions will be re-designated as GCMEEEPS. In a parallel move, Government Primary Schools and Government Girls Primary Schools attached to Model Sanskriti Senior Secondary Schools will be reclassified as Government Model Sanskriti Primary Schools.

The most significant policy shift, however, lies in the classroom. The department has mandated that, in all such re-designated schools, Class 1 shall be conducted in the English medium. From Class 2 onwards, there shall be one section each in Hindi medium and English medium, giving parents a choice while ensuring that every child begins their academic journey with an English-language foundation.
In a major relief to parents, the notification stipulates that no fee or financial contribution, apart from prescribed regular funds, shall be collected from students in Government Chief Minister Excellence and Early English Primary Schools.
The erstwhile Government Model Sanskriti Primary Schools, now re-designated, shall start receiving Vidyalay Vikas Nidhi from the academic session 2027-28, ensuring sustained infrastructure and developmental support.
Another transformative provision is the universal co-education mandate. All institutions covered under this notification will function as co-educational schools with immediate effect from the date of issuance, dismantling gender-segregated primary education in these institutions. The department has also tightened teacher quality norms. Teachers deployed to these primary schools will now be selected through a screening process on the lines of Model Sanskriti Schools, PM Shri Schools and CMEEE Schools, ensuring that only qualified and competent educators staff these institutions.

The notification further clarifies that 45 primary schools, which were earlier Government Model Sanskriti Primary Schools, will now function as Government Chief Minister Excellence and Early English Primary Schools in nature and operation, effectively upgrading their status and resources. It is also clarified that no primary school is being declared a PM Shri school, as such declarations are made only by the Government of India.

The order was issued by Vijay Singh Dahiya, Principal Secretary, School Education, on October 7, 2026, and subsequently circulated by Manita Malik, Director, Elementary Education, on October 27, 2026, to all District Education Officers, District Elementary Education Officers, DIET Principals and Block Education Officers across the state for immediate implementation.
This restructuring represents one of the most comprehensive primary education reforms undertaken by the Haryana Government in recent years, touching nomenclature, medium of instruction, fee structure, gender policy and teacher deployment in a single policy framework.
