Haryana rolls out next Gen e-challan system; nearly 10 lakh helmet violations booked

Panchkula, Oct 6 (UNI) Haryana Police has rolled out a next-generation e-Challan system across the state, introducing fixed timelines for issuing traffic notices, responding to violations and disposing of grievances, Director General of Police Ajay Singhal said on Tuesday.
Under the new digital system, a notice must be issued within three days of a traffic violation, while motorists will have 45 days to accept or contest a challan. Complaints are required to be disposed of within 30 days. If no response is received within the stipulated period, the violation will be treated as accepted, officials said.
"The era of leniency is over. Our goal is to build a safe, smooth and orderly traffic system through technology, data and preventive policing," the DGP told senior officers, adding that "clean air, safe roads and smooth traffic are the three pillars of a modern, citizen-centric policing framework."
Additional Director General of Police Vikas Arora said Haryana activated the Next Gen e-Challan platform on June 16, 2026, in compliance with a Ministry of Road Transport and Highways (MoRTH) notification dated January 20, 2026.
Under the tightened rules, if a driver does not respond within 45 days, the challan is deemed accepted automatically. If a complaint is filed but not disposed of within 30 days, it is treated as accepted. To ensure accountability, every district has been assigned one nodal officer and two dedicated grievance redressal officers.
If a complaint is rejected, the motorist can still challenge the matter in court after depositing 50 per cent of the penalty amount. For accepted violations, payment must be cleared within 90 days.
The system also carries teeth. Under Central Motor Vehicle Rules, 1989, Rule 167(12), pending challans can trigger a block on all registration or licence-related transactions for the vehicle, marking it as "Not to be Transacted" on the national portal until dues are cleared. Under Rule 167(13), police officers are empowered to physically detain motor vehicles where necessary.
Superintendent of Police Pushpa Khatri presented enforcement data showing that Haryana Police has mounted a large-scale crackdown on violations in 2026. The figures include 1,40,851 cases for missing number plates, 3,03,435 for lane violations, 37,332 for drunken driving, 2,68,360 for wrong-side driving, 9,75,160 for riding without helmets, 77,413 for lack of valid Pollution Under Control (PUC) certificates, and 3,67,118 for over-speeding.
Officials said the numbers reflect a strategic shift from symbolic, episodic checks to sustained, data-backed enforcement, with special focus on high-risk behaviours such as speeding, helmet-less riding and driving under the influence.
Singhal directed field commanders to move away from reactive jam management and adopt preventive, technology-driven traffic control. He ordered continuous monitoring of congestion-prone areas through control rooms, digital mapping and Google Maps, and directed that personnel and diversion plans be pre-positioned at habitual choke points before bottlenecks form.
"Anticipate the problem and prevent it. Do not wait for the jam to happen," he instructed officers.
The meeting also reviewed restrictions on BS-3 and older vehicles in the National Capital Region and the state's vehicle scrapping policy. Arora said 27 government-authorised scrapping centres are now operational across Haryana. Eligible vehicle owners who scrap old units can receive the prescribed scrap value, commercial tax concessions and discounts on new vehicle purchases.
Singhal ordered a statewide awareness campaign on the scrapping policy and directed officers to coordinate with transport and environment departments to ensure effective implementation. He stressed that reducing vehicular pollution is an integral part of the broader road safety mission.
The DGP said Haryana Police is working to evolve beyond mere rule-enforcement into a "smart traffic architecture" that blends modern technology with administrative accountability. He asked district police chiefs to find scientific, time-bound solutions to local road safety, congestion and pollution challenges.
Additional Directors General Sanjay Kumar and Saurabh Singh, ADG Vikas Arora and other senior officers attended the meeting in person, while remaining senior officers and personnel joined via video conference.UNI KK AAB
