Haryana tightens paddy procurement, milling norms for KMS 2026-27

Panchkula, July 22 (UNI) In a major overhaul of paddy procurement operations, the Haryana Government has notified the Paddy Procurement and Milling Policy for Kharif Marketing Season (KMS) 2026-27, making Aadhaar-based biometric verification mandatory for farmers; introducing GPS-based monitoring of paddy movement through AIS-140 compliant Vehicle Location Tracking Systems (VLTS); ensuring direct Minimum Support Price (MSP) payments within 48-72 hours; and tightening norms for rice millers with stricter eligibility and penalty provisions.
The policy also mandates digital monitoring of procurement and milling operations across the state to enhance transparency and accountability.
The policy will come into force across Haryana for the procurement season beginning October 1, 2026, and continuing till November 15, 2026, subject to the guidelines issued by the Government of India. It aims to ensure remunerative prices for farmers, eliminate distress sales, strengthen food security and streamline procurement, storage and custom milling operations through greater use of technology.
