Himachal first state to launch e-Panchayat proceedings system

Shimla, September 25 (UNI)Himachal Pradesh has become the first state in the country to launch the Him e-Panchayat Proceedings System portal, aimed at digitising the proceedings of meetings held by Gram Panchayats, Panchayat Samitis and Zila Parishads, Rural Development and Panchayati Raj Minister Anirudh Singh said on Friday.
The minister was speaking after inaugurating a two-day national-level orientation workshop on the National Rural Livelihood Mission (NRLM) and various schemes of the Rural Development Department at the Dr Manmohan Singh Himachal Pradesh Institute of Public Administration (MSHIPA) here.
He also launched the e-Panchayat portal and released a magazine featuring best practices under the Swachh Bharat Mission.
Anirudh Singh said the new portal would enhance transparency in the functioning of Panchayati Raj institutions and ensure that meeting records were maintained in a secure, systematic and accessible digital format.
The system would enable online updates of meeting agendas, details and proceedings of Panchayats, Block Development Councils (BDCs) and Zila Parishads.
"The initiative would help ensure that proceedings were conducted in accordance with prescribed rules and procedures, reducing the scope for disputes and litigation arising from decisions taken by Panchayats," he said.
Lack of adequate knowledge of departmental rules and their compliance often affects the proper utilisation of funds and leads to disputes related to Panchayat decisions, he added.
The minister said nearly 90 per cent of Himachal Pradesh's geographical area was rural, placing significant responsibility on officials and employees of the Rural Development and Panchayati Raj Department for the development of rural areas.
The government was promoting the use of technology to improve the quality, efficiency and transparency of departmental functioning, he said.
Elaborating on the portal's features, Singh said officials from the Panchayat level to the state level would be able to access the system through Him Access, reducing the need to use multiple portals. Attendance of Pradhans, Up-Pradhans, ward members and Gram Sabha members would be recorded online, while the system would facilitate verification of the quorum required for meetings.
"The portal would also provide an e-signature facility after proceedings were prepared, reducing dependence on physical records and ensuring the secure digital preservation of meeting-related data. It would subsequently be integrated with the official website of the Panchayati Raj Department, enabling citizens to access the proceedings of Panchayat meetings from any location," he said.
Singh said the department was also compiling records of funds allocated from time to time for assets under the Rural Development and Panchayati Raj Department.
He stated that a Panchayat Bhawan was being constructed at an estimated cost of Rs 1.14 crore and efforts were underway to provide a uniform design and appearance to Panchayat Bhawans across the state.
Highlighting the role of the National Rural Livelihood Mission, the minister said various initiatives were being undertaken to promote women's self-reliance and economic empowerment.
He directed officials to ensure the proper and effective utilisation of funds received from the union and state governments and stressed the need for effective implementation of the Viksit Bharat Gram Raj Gram Yojana and development of new revenue sources to make Panchayats self-reliant.
Rural Development and Panchayati Raj Department Director Raghav Sharma said annual workshops of this nature had been organised for officials since 2024 on the directions of the minister.
The workshops aimed to provide updated information and training on departmental schemes and their implementation.
Himachal Pradesh State Rural Livelihood Mission CEO Surendra Mohan said comprehensive knowledge of rural development schemes among District Development Officers and Block Development Officers would help ensure their effective implementation.
Officials would receive training on various schemes and their execution during the two-day workshop, he added.
