Himachal govt, HIMURJA & Panchayats to jointly invest in solar projects

Shimla, June 28 (UNI) To promote renewable energy and empower local self-governments, the Himachal Pradesh Cabinet, under the chairmanship of Chief Minister Sukhvinder Singh Sukhu, has approved a joint investment model involving the state government, HIMURJA (Himachal Pradesh Energy Development Agency), and Gram Panchayats to set up solar power plants across the state.
As part of the initiative, HIMURJA will sign a memorandum of understanding (MoU) with selected Gram Panchayats for the installation of 500 KW solar power plants under the Green Panchayat Scheme. Initially, 100 panchayats will be covered, with each project expected to generate revenue of approximately Rs ₹25 lakh per month.
The revenue will be distributed among stakeholders — 30 percent to HIMURJA, 20 percent to the state government and 40 percent to the respective Gram Panchayats. An additional 10 percent share will be earmarked exclusively for the welfare of orphans and widows within the panchayat.
To incentivize solar energy production, the Cabinet has also cleared interest subsidies for new solar projects. Projects between 100 KW and 1 MW in tribal areas will receive a five percent interest subsidy, while those ranging from 250 KW to 2 MW in non-tribal areas will get a four percent subsidy. These provisions are expected to promote self-employment and reduce the state's reliance on conventional energy sources.
In another key decision, the Cabinet gave its nod to establish Panchayat Emergency Response Centres in all 3,645 panchayats of the state to strengthen preparedness and immediate response mechanisms during natural disasters.
