HP: Ensure timely resolution of pending audit paras: Sanjay Rattan

Una (HP), Oct 22 (UNI) Ensure the timely utilization of public funds and prioritize the resolution of pending audit paras. Sanjay Rattan, Chairman of the HP Legislative Assembly’s Local Fund Accounts Committee, issued these directives to officials during a meeting held in Una on Thursday.
He stressed the need for transparency in the use of public funds and urged that there be no unnecessary delays in resolving pending financial matters.
The meeting, held at the Zila Parishad auditorium, was attended by committee members and MLAs Inder Dutt Lakhanpal, Malender Rajan, Kuldeep Singh Rathore, and Vivek Sharma. The committee reviewed pending audit paras, financial management, and the utilization of public funds across various departments.

The Chairman directed that audit paras capable of being resolved by December 31 be identified, and that time-bound action be taken to settle them. He further instructed that information requested by the committee be provided within one month and that updates regarding audit paras be communicated to the respective directorates periodically.
Sanjay Rattan stated that public funds should not remain unutilized unnecessarily. Development projects and public welfare schemes must be completed on time so that the general public can reap their benefits.
He directed officials to submit utilization certificates on time, maintain accurate financial records, and avoid delays in resolving pending audit paras. He emphasized that ensuring the benefits of government schemes reach eligible individuals and providing better facilities to the public should remain a top priority.
The Chairman also advised officials to maintain coordination with local MLAs to accelerate development projects, and to seek their cooperation and guidance. If any change or conversion is required for a project, consult the concerned MLA and take necessary action in accordance with the rules.
The meeting also reviewed cases involving the recovery of long-pending rent and penalties related to commercial premises and shops owned by urban local bodies.
The Chairperson stated that the committee would recommend to the government the implementation of a 'One-Time Settlement' scheme across the state to facilitate the recovery of these outstanding dues. The final decision in this regard will be taken at the government level.
The Chairperson directed that for urban local bodies in Una district, cases concerning audit observations (audit paras) dating back to before the year 2000—which do not involve significant amounts—should be submitted to the competent authority for write-off, in accordance with the rules.
Meanwhile, necessary action should be taken to resolve pending audit observations from the period after the year 2000, following the prescribed rules. He emphasized the need to strictly adhere to the relevant regulations and obtain approval from the competent authority throughout this process.
Sanjay Rattan instructed the principals of colleges in the district to submit a detailed report to the committee within 15 days, outlining the funds available in the 'Student Welfare Fund' and how these funds are being utilized for the benefit of the students.
He stressed the importance of maintaining proper accounts for the fund and ensuring that it is used exclusively for the welfare of the students.
He stated that the Student Welfare Fund available in educational institutions—including colleges, polytechnics, and ITIs—should be utilized for purposes such as student welfare, the development of libraries, and the provision of better facilities.

The Committee Chairperson directed officials to ensure thorough preparation before presenting any matter before the Legislative Assembly committees. Any information requested must be clear, accurate, and fact-based. In instances where satisfactory responses were not provided during the meeting, he instructed the concerned officials to present complete information based on official records.
Welcoming the committee, Deputy Commissioner Jatin Lal assured that the instructions issued during the meeting would be complied with. He stated that effective efforts would be made to resolve pending audit observations by holding coordination meetings with the relevant departments.
Senior officials from various departments, including Superintendent of Police Sachin Hiremath and Additional Deputy Commissioner Ishant Jaswal, were present at the meeting.
