Hyd: BRS Seeks Probe into ₹3,296-Crore Radial Road-2 Tender Process**

Hyderabad, Oct 10 (UNI) BRS Working President K.T. Rama Rao o (KTR) on Saturday demanded the cancellation of the ₹3,296-crore Radial Road-2 tenders and a comprehensive investigation into alleged irregularities in the allocation of contracts, claiming that the process raised serious questions over transparency and the possible loss of public money.
In an open letter to Chief Minister A. Revanth Reddy, KTR questioned the disqualification of bidders who had reportedly quoted lower prices and the award of contracts to other firms at prices allegedly exceeding estimated costs.
He demanded that the government release all tender documents and explain the decisions taken during the selection of contractors.
The 81.15-km greenfield expressway is proposed to connect the Outer Ring Road at Budvel with NH-167N near Kodangal. The project was divided into three packages.
According to the details cited by KTR, Package-I was awarded to NCC Limited for ₹1,286.03 crore, reportedly 3.95 per cent above the estimated cost while the Package-II was awarded to BVSR and Package-III to GKC.
KTR questioned how 13 bids for a project of this scale could be evaluated and processed within approximately five working days, with the bid submission deadline falling on September 30 and the technical evaluation, financial bid opening and allocation process reportedly completed by October 8.
He also alleged inconsistencies in the technical evaluation of bidders, pointing to GKC's reported disqualification in Package-I despite being qualified in Package-III, and BVSR's reported qualification in Packages I and II despite being disqualified in Package-III.
He sought the release of technical evaluation reports and specific reasons for each disqualification.
Referring to court proceedings involving Sushi Infra and Mining Limited, KTR said submissions on behalf of the company had reportedly alleged a potential financial loss of approximately ₹600 crore to the State due to its disqualification across the three packages. He demanded a detailed investigation into the allegation and a comparison of the bids, estimated costs and final contract values.
KTR also questioned the Radial Road-1 tender process, citing an estimated project cost of approximately ₹591 crore and an alleged final allocation around 15 per cent above the estimate.
He sought the disclosure of complete tender records relating to both projects.
Among his demands were the publication of estimated costs, financial bids, comparative statements and tender committee minutes; a special Comptroller and Auditor General (CAG) audit of HMDA and HGCL contracts exceeding ₹100 crore awarded over the past three years; and a white paper on tendering procedures, bidder disqualifications and contract allocations.
KTR said the government should establish through documentary evidence whether the allegations were unfounded and take appropriate action if irregularities or financial losses were proved.
He called for transparent tendering procedures and uniform application of technical eligibility criteria to safeguard public funds.
