India to host BRICS Parliamentary Forum on Oct 26-27; Modi to meet visiting delegation leaders: LS Speaker Birla

New Delhi, Oct 22 (UNI) India will host the 12th BRICS Parliamentary Forum at the Central Hall
of Samvidhan Sadan in the Parliament complex on October 26 and 27, with Prime Minister Narendra Modi scheduled to attend the gathering and meet the heads of visiting parliamentary delegations.
Announcing the programme at a press conference on Thursday, Lok Sabha Speaker Om Birla described the forum as an important milestone in India’s parliamentary diplomacy, providing
a platform for BRICS member and partner countries to explore how legislatures can strengthen democratic institutions, promote inclusive development and address emerging global challenges.
Being held under India’s presidency, the two-day meeting will bring together presiding officers and parliamentary leaders from BRICS member and partner countries, union ministers, Rajya Sabha Deputy Chairman Harivansh, presiding officers of state legislatures, members of Parliament and other dignitaries.
The inaugural session will be held on October 26, with the conference concluding the following day.
The central theme of the forum, “Strengthening Parliaments for People-Centred Development”, reflects the emphasis on making representative institutions more effective in advancing inclusive growth, strengthening governance and responding to the aspirations of citizens.
Prime Minister Modi will attend the event and hold meetings with the leaders of visiting delegations, while the programme will facilitate bilateral and multilateral exchanges on shared priorities and opportunities for closer legislative cooperation.
A meeting of delegation secretaries has been scheduled for October 25 to finalise the joint statement ahead of the formal inauguration.
According to Birla, the deliberations will be organised around four high-level sessions focusing on resilience, innovation, cooperation and sustainability.
The session on resilience will examine the role of parliaments in strengthening institutions and securing a better future, with discussions expected to address institutional capacity, accountability and effective governance amid changing national and international circumstances.
The session on innovation will focus on promoting human-centred applications of artificial intelligence and digital technologies through parliamentary initiatives.
As technological advances reshape economies, societies and public administration, legislators will deliberate on the need for appropriate frameworks to guide digital transformation while ensuring
that innovation remains inclusive, responsible and responsive to people’s needs.
The third session will focus on international cooperation and the contribution of parliamentary engagement to a more representative system of global governance. Discussions will explore how closer interaction between national legislatures can strengthen international partnerships and
support reforms aimed at making global institutions more inclusive and responsive to the interests
of different countries.
The fourth session will address sustainability, with particular emphasis on the contribution of parliaments to building a sustainable and inclusive future.
The agenda brings together institutional resilience, technological innovation, global governance reform and sustainable development within a broader framework of people-centred policymaking.
The discussions are expected to provide participating legislators with an opportunity to exchange experiences and perspectives on challenges that increasingly transcend national boundaries, while examining how parliamentary institutions can contribute to practical solutions through legislation, oversight and international engagement.
In addition to the plenary deliberations, the programme will include a special meeting of chairpersons of the international affairs committees of parliaments from BRICS member and partner countries.
The meeting will focus on parliamentary diplomacy, capacity-building and the exchange of best practices, providing a dedicated platform for legislators responsible for international relations to explore ways of improving coordination and strengthening institutional capabilities. The
programme will also feature parallel meetings, bilateral exchanges and a cultural event.
The Vice-President of India will host a banquet in honour of the visiting dignitaries, while members of the delegations will visit the Parliament of India and participate in cultural excursions in Delhi. These engagements are intended to familiarise the visiting representatives with India’s parliamentary institutions and cultural heritage while providing further opportunities for interaction beyond the formal sessions.
The BRICS Parliamentary Forum serves as a platform for legislators from member and partner countries to discuss common challenges, share legislative experiences and strengthen cooperation among their respective parliaments. India’s hosting of the 12th edition is expected to reinforce the role of parliamentary diplomacy in promoting people-centred development, institutional effectiveness and closer international cooperation.
With the participating parliamentary leaders set to deliberate over two days, the New Delhi meeting will seek to develop a shared understanding of how legislatures can contribute to inclusive growth, accountable governance, technological progress and a more representative global order.
The joint statement, which delegation secretaries will finalise on October 25, is expected to serve as the formal outcome of the forum and reflect the priorities emerging from the deliberations.
