Indian Navy to host Indo-Pacific strategic dialogue in Delhi from Nov 3

New Delhi, Oct 23 (UNI) The Indian Navy will host the 2026 edition of the Indo-Pacific Regional Dialogue (IPRD) in Delhi from November 3 to 5, bringing together maritime practitioners, scientists, academicians, policymakers and experts from 18 countries to discuss regional cooperation in science, technology and ocean governance.
Defence Minister Rajnath Singh is scheduled to deliver the commemorative address on the opening day of the three-day conference, which is being organised in collaboration with the National Maritime Foundation (NMF), the Navy’s knowledge partner and principal organiser.
The conference will focus on the theme, ‘Science, Technology and Academic Cooperation in the Indo-Pacific’, with deliberations spanning maritime security, climate resilience, research partnerships, emerging technologies and the protection of critical maritime infrastructure.
The dialogue will feature five thematic sessions addressing academic networks and human capital development; maritime situational awareness and critical infrastructure protection; oceanographic science and climate resilience; collaborative approaches to ocean governance; and transformative maritime technologies, including their dual-use implications.
The discussions will seek to identify practical avenues for joint research, technology development, scientific data-sharing and institutional partnerships, while exploring how countries can strengthen their collective capacity to address shared maritime challenges.
The programme will also include a special session, ‘Perspectives from the Flag Bridge’, featuring former naval chiefs from India and Sri Lanka, besides an ambassadorial interaction titled ‘Sahyog Ka Samvaad’. Ministerial and other special addresses will form part of the conference.
The annual dialogue is a key component of the Indian Navy’s international strategic outreach and seeks to advance cooperation under the Indo-Pacific Oceans Initiative (IPOI), launched by Prime Minister Narendra Modi at the 14th East Asia Summit in Bangkok in November 2019.
Aligned with India’s MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) vision, the forum aims to translate the IPOI’s broad framework into practical proposals for cooperation at national, sub-regional and regional levels.
The conference comes amid growing maritime challenges arising from climate change, vulnerabilities in trade and supply chains, pressure on marine resources and threats to critical maritime infrastructure. These concerns increasingly require coordinated responses that combine technological capabilities with scientific research, information-sharing and skilled human resources.
The discussions will extend beyond science, technology, engineering and mathematics to incorporate perspectives from the social sciences, life sciences and humanities, recognising their role in shaping effective maritime policies and governance.
The outcomes are expected to help identify actionable measures that can be pursued through existing bilateral, trilateral and plurilateral mechanisms to strengthen cooperation and resilience across the Indo-Pacific.
