Jharkhand: Munda seeks white paper on land-use changes

Jamshedpur, Sep 29 (UNI) Former Jharkhand chief minister Arjun Munda on Tuesday alleged irregularities in the change of land use during registration of agricultural land and demanded a white paper from the state government on the issue.
Addressing a press conference at Nirmal Guest House here, Munda raised questions over construction on agricultural and tribal land in scheduled areas, particularly in Dobo and Kapali, and sought a transparent review of such land-use changes.
He alleged that the nature of agricultural land was being changed during the registration process to facilitate residential and commercial construction. He demanded an inquiry into the role of officials involved and action against constructions found to be unauthorised.
Munda said the government should disclose through a white paper the basis on which permissions for land-use changes and construction were granted and action taken in cases of alleged violations.
Referring to scheduled areas, he said decisions relating to land use should take into account the constitutional framework, including the Fifth Schedule, the Chhotanagpur Tenancy Act and provisions relating to local governance.
He also raised concerns over multi-storey construction near the Dalma hills and the elephant corridor, saying development should not compromise wildlife movement and environmental balance.
Munda further raised concerns over construction near the Swarnarekha and Kharkai rivers and called for scrutiny of such projects from environmental and flood-management perspectives.
He said he was not opposed to development but maintained that construction and land-use changes should comply with constitutional, legal and environmental provisions.
