Karnataka Council polls test BJP-JD(S) coordination, Cong governing strength

By BD Narayankar
Bengaluru, Oct 20 (UNI) The Karnataka Legislative Council elections to four graduates’ and teachers’ constituencies have emerged as a test of coordination between the BJP and Janata Dal (Secular) alliance and an opportunity for the ruling Congress to demonstrate its electoral strength, with the outcome also drawing attention ahead of the 2028 Assembly elections.
The elections, scheduled for October 23, will see the three parties contesting across Karnataka West Graduates’, Karnataka South-East Graduates’, Karnataka North-East Teachers’ and Bengaluru Teachers’ constituencies. Counting is scheduled for October 27.
The BJP has fielded SV Sankanur from Karnataka West Graduates’, KM Suresh from Karnataka South-East Graduates’ and sitting MLC Shashil G Namoshi from Karnataka North-East Teachers’. Its ally JD(S) has nominated A P Ranganath from Bengaluru Teachers’.
The Congress candidates are Mohan Limbikai from Karnataka West Graduates’, Shashi Hulikuntemutt from Karnataka South-East Graduates’, Sharanappa Mattur from Karnataka North-East Teachers’ and sitting MLC Puttanna from Bengaluru Teachers’.
The four-seat contest presents a distinct political challenge for the BJP-JD(S) alliance, which is seeking to translate its electoral understanding into effective coordination on the ground. While the BJP is contesting three constituencies, the JD(S) is fighting the Bengaluru Teachers’ seat, making the transfer of support between the two parties a central factor in the campaign.
The alliance has expressed confidence of winning all four seats. However, the extent to which BJP and JD(S) supporters vote cohesively for their respective candidates will become clear only after the results are declared. Joint campaigning and public endorsements will need to be matched by coordination among local leaders and party workers.
The Congress, meanwhile, is relying on its position in government, welfare guarantees and organisational network to challenge the opposition alliance. Its campaign is also an opportunity to assess whether its governance record can translate into support among graduates and teachers, whose electoral priorities may differ from those of the wider electorate.
Chief Minister DK Shivakumar has campaigned for Limbikai in the West Graduates’ constituency, while other Congress leaders and ministers have canvassed across the four seats. The BJP has mobilised senior leaders, including union Minister Pralhad Joshi, former chief minister Basavaraj Bommai and state party president B Y Vijayendra. JD(S) leader HD Kumaraswamy has also been involved in the alliance’s campaign.
The North-East Teachers’ constituency, where Namoshi faces Mattur, is among the closely watched contests. The election will test the candidates’ organisational reach and appeal among teachers, while also providing an indication of the parties’ ability to mobilise support in a specialised electorate.
In the South-East Graduates’ constituency, Suresh faces Hulikuntemutt, while the West Graduates’ contest pits Sankanur against Limbikai. In Bengaluru Teachers’, JD(S) nominee Ranganath is challenginlg Congress incumbent Puttanna, making the constituency a key test of the alliance’s coordination in a seat where the BJP is relying on its ally to represent the opposition camp.
The campaign has also had to contend with the Dasara holiday period, particularly in the teachers’ constituencies, where candidates have adapted their outreach through meetings, telephone calls and messaging as educational institutions remain closed.
The elections carry significance beyond the immediate contest for four Council seats, as both camps seek to establish their political standing ahead of the 2028 Assembly elections. For the BJP and JD(S), the outcome will offer an indication of their ability to coordinate their electoral machinery. For the Congress, it will provide an opportunity to demonstrate that its position in government remains an organisational and electoral asset.
However, the results cannot be treated as a direct forecast of the Assembly elections. The specialised electorate, constituency-level factors and individual candidates’ standing make these contests different from a general election.
The central question is whether the BJP-JD(S) alliance can translate its political understanding into effective electoral cooperation and whether the Congress can convert its governing position into measurable gains. The results on October 27 are expected to provide a clearer picture of the relative strengths of the three parties in these four constituencies.
