Kerala Govt ordered to pay Rs 2 lakh to student beaten by police

Thiruvananthapuram, Oct 13 (UNI) The Kerala government must pay Rs 2 lakh in compensation to a student who was brutally assaulted by police personnel at Venjaramoodu in February 2023, the State Human Rights Commission has ruled, directing that the amount be recovered from the officials responsible.
Commission Chairperson Justice Alexander Thomas ordered that the compensation be paid within six weeks. The government can subsequently recover Rs 1.6 lakh from the Sub-Inspector concerned and Rs 10,000 each from four police personnel, in accordance with the law.
The order stipulates that an interest of eight per cent must be paid if the compensation is not disbursed within six weeks. The Additional Chief Secretary of the Home Department has also been directed to submit a report on the action taken to implement the order within three months.
The Commission expressed surprise that the district police chief had awarded only a recorded warning to the Sub-Inspector, despite reports from the district police chief, the State Police Chief and the Additional Chief Secretary of the Home Department acknowledging that the 20-year-old student had been brutally assaulted.
Justice Thomas directed the government to reconsider the punishment imposed on the Sub-Inspector. The Commission also called upon the State Police Chief and the district police chief to initiate appropriate disciplinary action against the Sub-Inspector and the four police personnel involved, in accordance with the law.
The incident occurred on February 22, 2023, when the student was waiting for a bus by the roadside at Thaikkad in Venjaramoodu. According to his complaint, the Sub-Inspector and other police personnel took him away in a police jeep and assaulted him.
The student suffered injuries to his left hand, the left side of his chest and his right shoulder. Dried blood was also found in his left ear.
The Sub-Inspector told the Commission that only legal action had been taken against the student, who had allegedly questioned his dignity in public. The student, however, said he was taken into custody because he had not run away on seeing the police while sitting on a roadside culvert. He also alleged that he was handcuffed.
An examination of the police station's CCTV footage by the Commission and the government revealed scenes of the Sub-Inspector assaulting the student. The Commission's investigation wing also found that the Sub-Inspector and the other police personnel had committed disciplinary misconduct.
The student is a native of Korani Chembakamangalam in Thiruvananthapuram district.
