Manipur Governor, Deputy CM call for safe and respectful workplaces

Imphal, Sep 28 (UNI) The Manipur Police Training College (MPTC), Pangei, in collaboration with the Social Welfare Department, organised a one-day inter-departmental workshop on the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 in Imphal on Monday.
Addressing the programme, at the City Convention Centre, Palace Compound, Governor Ajay Kumar Bhalla highlighted Manipur’s long history of women’s empowerment and activism, referring to the Nupi Lal, the Meira Paibis and the economic role of women at Ima Keithel.
The Governor said every person should be able to work and develop professionally without fear of humiliation or harassment. He highlighted initiatives such as the 181 Women Helpline and One Stop Centres, established across districts to support women facing violence.
Bhalla also pointed to the role of the Manipur State Legal Services Authority (MASLSA) in providing free legal aid and creating paralegal awareness among women.
He said the POSH Act should work in convergence with existing institutional mechanisms and should be viewed not only as a means of addressing complaints but also as a framework for prevention and responsible workplace conduct.
He called for greater awareness of professional boundaries, mutual respect and timely action against inappropriate behaviour.
Deputy Chief Minister Losii Dikho said a safe workplace could not be created by legislation alone and depended on the everyday conduct of employees.
He stressed that every department should ensure that employees understand acceptable workplace behaviour, know where to seek assistance and have confidence in redressal mechanisms.
He also emphasised that preventing sexual harassment was a shared responsibility and that men should play an active role in creating respectful workplaces.
Dikho called upon heads of departments and senior officers to lead by example, establish clear standards and respond promptly to concerns.
He said inappropriate behaviour should neither be normalised nor dismissed as a joke.
The Deputy Chief Minister also highlighted the need to extend awareness and protection under the law to women working in the unorganised sector, including vendors, domestic workers, agricultural labourers, daily wage earners, construction workers and employees of small establishments.
He stressed the importance of Local Committees at the district level in extending the protection of the POSH Act to women who may not have access to an Internal Committee.
Dikho said a safe workplace was a basic condition of dignified employment and good governance, adding that creating respectful workplaces was an institutional responsibility.
A short film titled “Sinthasang”, based on the POSH Act, 2013, was screened during the programme.
The workshop was followed by a technical session featuring Renuka Mishra, IPS, DGP, Headquarters, Lucknow; Smita Priyadarshini, Executive Director and Associate General Counsel, Boston Consulting Group; and Devjani Soraisam, Advocate, as resource persons.
