Mizoram observes Samvidhan Hatya Diwas to mark 50 years since Emergency

Aizawl, June 25 (UNI) The Department of Art & Culture, Government of Mizoram, on Tuesday organised a programme at Vaivakawn Cultural Centre to mark “Samvidhan Hatya Diwas” (Constitution Murder Day), an initiative of the Ministry of Culture, Government of India.
The event was held to commemorate the 50th anniversary of the imposition of Emergency in India
on June 25, 1975.
Chief Minister Lalduhoma attended the programme as Chief Guest, with Art & Culture Minister C. Lalsawivunga as the Special Guest. This was the first time the day was officially observed in the state.
In his address, the Chief Minister said the observance serves as a reminder of the need to uphold democratic values and constitutional integrity.
He stressed that the Constitution continues to provide strong safeguards for Mizoram, especially through provisions such as the Inner Line Permit (ILP) under the Eastern Bengal Frontier
Regulation, 1873, and Article 371(G), which protect the state's land and cultural identity.
Lalduhoma highlighted that while the Constitution permits amendments—over 106 having been enacted to date—it should not be altered to serve partisan interests. Referring to the 42nd Amendment during the Emergency, which replaced the phrase “internal disturbance” with “armed rebellion” in Article 352, he described it as a significant improvement but cautioned against the excessive use of amendments to undermine federalism or democratic dissent.
He added that the current government has chosen to observe the day to express concern over
rising authoritarianism and to promote a more inclusive democratic ethos.
Art & Culture Minister C. Lalsawivunga also spoke on the occasion, affirming the Constitution as the supreme law of the land and urging citizens and public institutions alike to safeguard its values. He reiterated the importance of preserving the constitutional protections granted to Mizoram.
Secretary of Art & Culture Zodingpuii thanked all participants and announced the government’s intention to observe the day annually.
The date, June 25, holds historical significance as it marks the beginning of the Emergency imposed by then Prime Minister Indira Gandhi in 1975, which suspended civil liberties and remained in effect for over 21 months.
The event concluded with a vote of thanks delivered by Carol VLMS Dawngkimi, Director of the Art & Culture Department.
