National flag image left soiled at Collectorate: Police complaint filed

Kottayam, Sep 19 (UNI) A complaint has been lodged with the Kottayam East police seeking action over the alleged display of a soiled image of the national flag at the entrance of the Kottayam Collectorate.
Mahatma Gandhi National Foundation chairman Eby J. Jose filed the complaint, alleging that the image of the national flag incorporated in a poster displayed at the Collectorate entrance had been soiled by pigeon droppings and remained in an unclean condition for several days.
The poster, installed in the name of the Kerala NGO Association, also carries a photograph of the Chief Minister. The complaint said allowing the image of the national flag to remain in a dirty and distorted condition amounted to disrespect to the national flag.
Jose sought an investigation and appropriate action under Section 2 of the Prevention of Insults to National Honour Act, 1971, and the Flag Code of India. He also urged the police to examine the legal aspects of the matter in view of provisions protecting the national flag and its pictorial and visual representations.
The complaint sought identification and action against the office-bearers of the organisation responsible for installing the poster and those responsible for its installation and maintenance. Since the poster was displayed at the Collectorate entrance, the role and responsibility of officials having administrative charge of the premises should also be examined, it said.
Jose also sought an inspection of the site and documentation of the present condition of the poster. If necessary, CCTV footage should be examined to collect details relating to its installation, he said. A photograph of the incident was also submitted along with the complaint.
The complainant further pointed out that rules prohibit the public display of national flags that are no longer fit for use and also prohibit the use of the national flag in any manner for advertising purposes.
