Rs 20-crore Odisha rehab facility lying non-functional, NHRC seeks report

Bhubaneswar, Oct 1 (UNI) The National Human Rights Commission (NHRC) has directed the Odisha Government to inquire into a complaint alleging that the Rs 20-crore Advanced Rehabilitation Centre (ARC) at Capital Hospital has remained non-functional for over a year, with its premises locked and costly equipment lying unused.
The direction was issued to the state’s Social Security and Empowerment of Persons with Disabilities Department on a complaint filed by Orissa High Court lawyer Akhand. The NHRC has sought an Action Taken Report within two weeks.
The Commission observed that, if the allegations are found to be true, they would amount to serious violations of the human rights of the affected persons.
According to the complaint, the ARC, established in March 2019 at a cost of Rs 20 crore, was equipped with robotic rehabilitation machines, prosthetic services and assistive technologies for patients suffering from stroke, neuromuscular disorders, brain injuries, polio and limb disabilities. It also provided free artificial limbs and therapy to underprivileged persons.
The complainant alleged that the centre has remained non-functional for more than a year, resulting in the expensive equipment and infrastructure remaining idle. It was further alleged that patients, particularly those from poor, rural and tribal communities, have been deprived of specialised rehabilitation and assistive services.
The NHRC’s direction has put the functioning of the facility and utilisation of the public investment made for its establishment under scrutiny. The State Government is required to place its response before the Commission within the stipulated period.
