Bihar govt treasury empty, money repeatedly withdrawn from contingency fund: CPI

Patna, Oct 1 (UNI) The CPI on Thursday alleged that the state government’s treasury was empty and it was repeatedly withdrawing money from the contingency fund to meet expenses such as salaries, honoraria and pensions.
Bihar state CPI secretary Ramnaresh Pandey alleged that despite the “double-engine government”, the Centre was not providing Bihar with its due funds on time, resulting in financial difficulties for the state government. He claimed that various scheme workers, including Anganwadi workers and helpers, ASHA workers, Mid-Day Meal Scheme workers, and MGNREGA personnel, had not received their honoraria for nearly a year.
The CPI leader further alleged that bills worth more than Rs 50,000 crore payable to contractors were pending and said the Patna High Court had also reprimanded the state government over the issue.
He claimed that salaries of Sanskrit and Urdu teachers, contractual teachers, college teachers and employees of various corporations and boards were also pending.
Pandey alleged that the shortage of funds was adversely affecting development works across the state.
He further claimed that Bihar was being neglected by the Centre despite the BJP-led governments at the Centre and in the state, alleging that the state's share of central taxes and funds under centrally-sponsored schemes was not being released on time.
According to Pandey, the state government was being forced to run its affairs by drawing from the contingency fund and raising loans.
