DUTA leaders urge Bihar Governor to ensure counting of past service for CAS promotions

Patna, Oct 13 (UNI) Delhi University Teachers’ Association (DUTA) on Tuesday urged Bihar Governor and Chancellor of state universities, Lieutenant General (Retd.) Syed Ata Hasnain, to amend the Bihar State Universities Statutes to provide for counting eligible past service for promotions under the Career Advancement Scheme (CAS).
In a representation to the Governor, Secretary Bimalendu Teerthankar and former Delhi University Executive Council member and former DUTA Joint Secretary Rajesh K. Jha pointed out that the Bihar universities adopted the UGC-based CAS Regulations, 2018, through the Chancellor’s Secretariat letter dated February 15, 2023, but the provision for counting eligible past service was not incorporated into the state statutes.
They cited Clause 10.0 of the UGC Regulations, 2018, which provides for counting qualifying previous service, including ad hoc, temporary and contractual service, subject to prescribed conditions. The regulations also provide that the nature of management of the institution where the service was rendered should not be a ground for distinction.
The representation stated that the omission could disadvantage teachers who join Bihar universities after serving for several years in other eligible institutions. It also noted that the earlier CAS framework applicable to Bihar universities recognised eligible past service for promotion purposes.
The DUTA leaders said non-recognition of qualifying previous service could delay career progression and discourage experienced faculty members from joining universities in Bihar.
They urged the Governor to direct the appropriate authorities to examine the matter and initiate the necessary amendment to the state statutes in line with the relevant UGC provisions.
The proposed amendment, they said, would promote fairness and consistency in CAS promotions and help Bihar attract and retain experienced teachers in its higher education institutions.
