Tripura youth racial harassment case: Influencer Amir Shokeen arrested in Delhi

New Delhi, Oct 22 (UNI) Social media content creator Amir Shokeen has been arrested by Delhi Police in connection with a viral video allegedly showing him directing racial slurs and humiliating remarks at a young man from Tripura, triggering widespread outrage across the Northeast.
Police traced Shokeen to Shahdara earlier on Thursday, but he allegedly kept changing locations before being apprehended by Sadar Bazar police from a relative’s house in Karol Bagh in the evening.
An FIR was registered at Sadar Bazar police station under Sections 192, 196, 352 and 353 of the Bharatiya Nyaya Sanhita (BNS), dealing with offences including provocation with intent to cause a riot, promoting enmity between groups, intentional insult and statements conducing to public mischief.
According to police, Shokeen has a criminal history, with previous cases registered against him under various provisions of the Indian Penal Code, including those relating to causing hurt, assault with dangerous weapons, intentional insult and criminal intimidation.
The case came to light after an undated video circulated widely on social media, purportedly showing Shokeen making derogatory comments about the youth’s appearance and identity, including referring to him as “Chinese”. The footage also allegedly depicts sexually inappropriate harassment and humiliating behaviour.
The incident prompted demands for strict action from political leaders and organisations representing people from the Northeast, who said the alleged conduct reinforced racial stereotypes and could not be brushed aside as entertainment.
Tripura Police has registered a separate FIR and dispatched a team to Delhi to coordinate with its counterparts in the investigation.
Delhi Police’s Special Police Unit for North Eastern Region (SPUNER) has also referred the matter to its Intelligence Fusion and Strategic Operations (IFSO) unit for investigation into the viral footage. Officials said Delhi Police was coordinating with Tripura Police in the case.
Delhi Police had earlier said it took cognisance of the matter after the video surfaced on social media and registered the FIR on its own, citing the seriousness of the alleged conduct.
Shokeen subsequently posted an apology, expressing regret over hurting the sentiments of people from Tripura and maintaining that he had no intention of insulting anyone. He claimed the video was scripted and that the youth was known to him, alleging that the latter had earlier worked at a friend’s cafe in Ahmedabad.
The explanation, however, failed to contain the backlash, with critics maintaining that allegedly racist remarks and humiliating conduct could not be justified as humour, even if the interaction had been staged.
Union Minister Kiren Rijiju condemned the alleged behaviour and called for accountability. In a post on social media, he said the accused would be punished and criticised those who tolerated such conduct, arguing that silence towards such behaviour contributed to the spread of hatred.
