Indian Navy to host Indo-Pacific Strategic Dialogue in Delhi on November 3

New Delhi, Oct 23 (UNI) The Indian Navy will host the Indo-Pacific Regional Dialogue (IPRD) 2026 in New Delhi from November 3 to 5, bringing together maritime practitioners, scientists, academicians, policymakers and experts from 18 countries to explore cooperation in science, technology, ocean governance and climate resilience.
Defence Minister Rajnath Singh will deliver the commemorative address on the second day of the three-day conference, while Science and Technology Minister of State (Independent Charge) Jitendra Singh will deliver a special address.
The annual strategic-level conference will be held at the Manekshaw Centre in collaboration with the National Maritime Foundation (NMF), the Navy’s knowledge partner and principal organiser. This year’s theme is ‘Science, Technology and Academic Cooperation in the Indo-Pacific’.
The dialogue aims to translate India’s broader maritime vision into practical proposals for regional cooperation, with a focus on joint research, technology development, scientific data-sharing and stronger institutional partnerships.
The theme reflects the growing need for countries to pool scientific knowledge, technological capabilities and institutional resources to address challenges that transcend national boundaries. Discussions will cover climate change, maritime trade, vulnerabilities in supply and value chains, pressure on marine resources and threats to critical maritime infrastructure.
The conference will also take a broad view of science, encompassing physical, life and social sciences, alongside engineering and technology, to examine the interconnected challenges confronting the maritime domain.
Five professional sessions have been planned over the three days, covering academic networks, research and human capital development; maritime situational awareness and protection of critical maritime infrastructure; oceanographic science and climate resilience; collaborative approaches to ocean governance and maritime resilience; and transformative maritime technologies and their dual-use implications.
The sessions are expected to identify actionable measures for strengthening regional cooperation, including collaborative research programmes, responsible technology development, improved access to scientific data and enhanced coordination among institutions.
Two special sessions will also form part of the dialogue. The first, titled ‘Perspectives from the Flag Bridge’, will bring together former naval chiefs from India and Sri Lanka to discuss ways to harness the potential of the Indian Ocean Naval Symposium (IONS) for advancing scientific, technological and academic cooperation across the Indian Ocean region.
The second special session, ‘Sahyog Ka Samvaad’, will be an ambassadorial interaction focused on cooperation and dialogue among regional stakeholders.
The second day will feature two ministerial sessions alongside professional deliberations, with Singh delivering the commemorative address and Jitendra Singh outlining perspectives from the science and technology domain.
Successive editions of the IPRD have examined different dimensions of the seven interconnected lines of effort under the Indo-Pacific Oceans Initiative (IPOI), launched by Prime Minister Narendra Modi at the 14th East Asia Summit in Bangkok in November 2019.
The initiative provides a framework for advancing India’s maritime vision of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions). The annual dialogue seeks to give greater operational detail to this framework by developing specific proposals for bilateral, trilateral and wider regional engagement.
With participation from 18 countries, IPRD-2026 is expected to focus on solution-oriented deliberations aimed at identifying measures that can be pursued at national, sub-regional and pan-regional levels through existing cooperation mechanisms.
The conference seeks to strengthen partnerships across the Indo-Pacific at a time when maritime security, technological advancements, environmental pressures and the resilience of critical infrastructure are increasingly interconnected.
