Kharge blames BJP for fresh bloodshed in Manipur, demands accountability from Modi and Shah

New Delhi, Oct 21 (UNI) Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge on Wednesday condemned the killing of four civilians in the latest outbreak of violence in Manipur, accusing the BJP of failing to restore peace and demanding answers from Prime Minister Narendra Modi and union Home Minister Amit Shah over the prolonged crisis.
“Manipur is bleeding again because of BJP’s incompetence,” Kharge said in a post on the social media platform X, describing the killings as “deeply condemnable” and expressing his heartfelt condolences to the bereaved families. He said more than 300 people had lost their lives since ethnic violence erupted in May 2023, while 24,530 people continued to languish in relief camps under what he termed “pathetic conditions”. Women, children and vulnerable families, he said, continued to bear the brunt of the prolonged conflict.
Questioning the effectiveness of the Centre’s response, Kharge said neither the imposition of President’s Rule, the departure of the then Chief Minister, nor the subsequent restoration of a BJP-led government had succeeded in bringing lasting peace to the state. He also criticised Modi for not visiting Manipur for nearly 29 months after the violence began, alleging that the Prime Minister had failed to honour the assurance he had given in Parliament.
The Congress president said the continuing bloodshed in Manipur, which shares an international border with Myanmar, raised serious questions about the government’s ability to maintain law and order, protect constitutional rights and safeguard national security. He argued that the state’s strategic importance made the prolonged instability particularly alarming.
Kharge sought answers from Modi and Shah on three key issues, beginning with the status and functioning of the Peace Committee constituted by the union Home Minister in June 2023. He asked what concrete steps had been taken through the committee to restore normalcy, protect citizens, and address the continuing security challenges in the sensitive border state.
He also demanded details of the action taken on the recommendations of the Supreme Court-appointed committee headed by former Jammu and Kashmir High Court Chief Justice Gita Mittal. Questioning why thousands of people remained displaced, Kharge referred to concerns raised by the Supreme Court over 31 unnatural deaths in relief camps and asked what measures had been taken to ensure the safety, dignity and rehabilitation of women, children and other affected families.
The third issue concerned political and administrative accountability for the prolonged crisis. “After more than three years, over 300 deaths, President’s Rule and a change of Chief Minister, who will take responsibility for this monumental failure of governance?” Kharge asked, challenging the Prime Minister and Home Minister to explain how much longer innocent lives would continue to be lost before decisive action is taken.
Manipur has been engulfed in ethnic violence since May 2023, when clashes between the Meitei and Kuki-Zo communities triggered widespread displacement, loss of life and the destruction of homes and property. The conflict has deepened divisions between communities, leaving thousands of people unable to return to their homes amid continuing security concerns and unresolved demands for rehabilitation, justice and reconciliation.
The Centre imposed President’s Rule in February 2025 following the resignation of then Chief Minister N Biren Singh. An elected government led by the BJP subsequently returned to power, but the political transition has yet to resolve the underlying security and humanitarian challenges, according to Kharge.
Calling for justice and lasting peace, the Congress president said the people of Manipur deserved dignity, protection and the full enjoyment of their constitutional rights. “As a strategically important border state, its security and stability cannot be held hostage to the BJP’s political expediency,” he said, urging the Centre to move beyond political considerations and take concrete steps towards a durable resolution of the crisis.
