LG Sandhu directs enhanced policing, safer last-mile connectivity around DU women’s colleges

New Delhi, Sep 30 (UNI) Delhi Lieutenant Governor T S Sandhu on Wednesday directed Delhi Police, civic agencies and the Transport Department to strengthen safety and security measures around women’s colleges of Delhi University, with a focus on safer transit, better lighting, CCTV coverage and removal of encroachments.
Chairing a meeting with principals of major women’s colleges of Delhi University, DU Vice-Chancellor and senior officials of Delhi Police, Transport Department, PWD, MCD, DDA and Delhi Metro, Sandhu said instilling a sense of security and trust among students should be the primary objective.
The meeting was attended by representatives of Lady Shri Ram College, Lady Irwin College, Miranda House, Daulat Ram College, Jesus and Mary College, Laxmibai College, Mata Sundri College, Gargi College, Indraprastha College and Janki Devi Memorial College.
At the meeting, the principals flagged several common concerns, including the menace of e-rickshaws, autos and taxis allegedly soliciting passengers and blocking college entrances, inadequate last-mile connectivity, encroached footpaths, unregulated vending, poorly illuminated stretches, dark spots, unsafe parks, public toilets near campuses and instances of obscene flashing. They also sought more Pink Booths and increased police patrolling.
Sandhu directed the PWD and MCD to repair streetlights and install high-mast lights on approach roads used by students to eliminate dark spots. He also called for adequate lighting and CCTV coverage at bus stops and other public stretches near campuses.
The LG directed removal of objectionable graffiti from college exterior walls and clearance of overgrown vegetation around campuses to improve visibility and reduce potential security risks.
On policing, he ordered enhanced patrolling, PCR deployment and picket checking around colleges, Metro stations and isolated stretches, particularly during morning and evening hours. He also directed the installation of Pink Booths staffed by trained personnel and deployment of additional police personnel at locations with high footfall of women and students.
A dedicated Nodal Police Officer is to be designated for each college to facilitate regular coordination and prompt action on complaints relating to eve-teasing, obscene flashing and other safety concerns. The LG also directed plainclothes surveillance, an emergency response mechanism and safety audits of areas surrounding educational institutions.
Stationary buses parked near colleges and creating obstructed or isolated stretches were also ordered to be removed.
On civic issues, Sandhu directed the MCD to clear unauthorised encroachments and street vendors around colleges. He also called for removal of men’s public washrooms and unauthorised taxi stands adjoining college boundary walls, and relocation of MCD dhalaos that attract ragpickers and unauthorised persons near campuses.
Parks near colleges that are frequently occupied by people engaged in drinking or substance abuse are to be secured, while footpaths around educational institutions are to be kept free of vendors and illegally parked vehicles.
To address transportation concerns, the LG directed authorities to improve connectivity between colleges and Metro stations, including evening shuttle services, U-Special buses and Metro feeder services. E-rickshaws and auto-rickshaws are to be regulated through designated pick-up and drop-off points, along with a mechanism for reporting driver misconduct.
The LG also called for regular self-defence programmes, gender-sensitisation workshops and awareness campaigns for students in coordination with Delhi Police and the Women and Child Development Department.
For longer-term coordination, Sandhu directed Delhi University and the Higher Education Department to examine the possibility of using government accommodation as hostels. He also ordered the creation of an Inter-College Women Safety Committee involving north and south campus colleges to identify common concerns and coordinate with various agencies.
A dedicated student safety application has also been proposed, featuring emergency alerts, GPS-based location sharing and real-time reporting of safety concerns. The LG directed that uninterrupted mobile network connectivity be ensured across college localities.
The directions followed the LG’s recent efforts to engage directly with women students and assess safety concerns on the ground. He made impromptu visits to Daulat Ram College and Indraprastha College over the past two days and interacted with students about their daily experiences and concerns.
On September 25, Sandhu had also conducted a surprise inspection of Bonta Park in the Northern Ridge near Delhi University, along with the Chief Secretary and DCP (North), to assess security, lighting and dark spots along the walkways.
The LG directed that progress on the measures decided at Wednesday’s meeting be monitored every fortnight, with concerned agencies required to coordinate on implementation. UNI PWS NST
