GPS-tracked garbage trucks, portal-only contractor payments, WA grievance panels in Haryana

Chandigarh, Sep 25 (UNI) Haryana Chief Minister Nayab Singh Saini is putting urban sanitation on a tight leash, mandating that all payments to waste contractors be routed only through the Solid Waste Management Portal while fixing personal accountability and penalties for unnecessary delays.
Reviewing the state's solid waste framework, Saini was informed that 1,646 Ward Committees are now active across urban local bodies, citizens can flag sanitation complaints directly on designated WhatsApp numbers, and GPS-enabled vehicles on 4G and 5G networks are already monitoring door-to-door garbage collection in 83 of 87 civic bodies.
The Chief Minister directed officials to complete the GPS integration in the remaining four Urban Local Bodies without delay and to make the entire sanitation apparatus more effective, accountable and citizen-facing.
Regarding door-to-door waste collection, officials told Saini that the number of Urban Local Bodies with route mapping had jumped from just 28 in June to 66 by September 20. The Chief Minister ordered that every ward's route map must now carry the vehicle number, collection timing and the driver's contact details, and that this information be posted in the concerned Ward Committee WhatsApp group so residents can monitor compliance in real time.
Saini made it clear that offline or irregular payment practices will not be tolerated. All disbursements to service provider agencies must flow through the Waste Management Portal, and officials responsible for avoidable delays will face fixed accountability and penalties wherever warranted.
To prevent the committees from becoming mere paper bodies, Saini emphasised that they must play an active role in monitoring sanitation, spotting local problems and ensuring citizen participation. Identity cards are being issued to members to formalise their authority. To inject competition, the best-performing Ward Committees will be honoured at the district level every quarter under the Haryana Swachh League ranking system. The committees will also be mobilised during the special Swachhata Pakhwada running from September 17 to October 2.
Special District Cells have already been constituted in 21 of 23 districts to monitor compliance, with Charkhi Dadri and Palwal told to finish the process immediately. On bulk waste, Saini directed that all Bulk Waste Generators be identified and registered on the Central Pollution Control Board portal, and that penal action be initiated against those who violate the rules.
The state has also prepared a draft Memorandum of Understanding to formally rope in NGOs working on sanitation and community participation, linking them with Urban Local Bodies and Ward Committees. On manpower and equipment, officials said human resource shortages have been resolved in 65 of 87 civic bodies and machinery gaps in 68, but Saini directed that the remaining deficiencies be plugged within the stipulated timeframe under regular monitoring.
The meeting was attended by Principal Secretary to the Chief Minister Arun Gupta, Commissioner and Secretary of the Urban Local Bodies Department Ashok Kumar Meena, and Deputy Principal Secretary Dr Yashpal Singh.
