Common land to nurture natural agriculture, empower landless in Haryana

Panchkula, Oct 22 (UNI) In a significant step linking sustainable agriculture with opportunities for the landless, the Haryana Government has amended its village common land rules to reserve a portion of cultivable shamilat deh land for natural farming by eligible landless beneficiaries. The move brings a defined land-allocation requirement into the state’s framework for leasing village common land and formally recognises natural farming in the rules.
Under the Haryana Village Common Lands (Regulation) Fifth Amendment Rules, 2026, at least one acre or 10 per cent of the land available and proposed to be leased for cultivation, whichever is higher, must be reserved for natural farming. This land will be leased to eligible landless beneficiaries through an open auction conducted among them.
The amendment, notified by the Development and Panchayats Department on October 22, revises the Haryana Village Common Lands (Regulation) Rules, 1964. It introduces a formal definition of natural farming and adds a specific provision to Rule 6, which governs the leasing of village common land.
The amended rules define natural farming as a chemical-free, livestock-based agricultural system rooted in agro-ecological principles. It brings together crops, trees, livestock and biodiversity, relying on locally available natural resources rather than synthetic chemical inputs.
By placing this definition within the legal framework governing village common land, Haryana has clearly specified the farming system for which the newly reserved land is to be used.
The amendment places particular emphasis on beneficiary eligibility and the allotment method. The land reserved for natural farming must be leased through an open auction among eligible landless beneficiaries, linking access to village common land with a clearly defined beneficiary category and a prescribed allocation process.
The requirement applies specifically to shamilat deh land that is available and proposed for lease for cultivation. It does not mean that 10 per cent of the entire common land of every village must be reserved.
The rules have been notified under Section 15, sub-sections (1) and (2), of the Haryana Village Common Lands (Regulation) Act, 1961. The notification was signed by Vijayendra Kumar, Additional Chief Secretary to the Haryana Government, Development and Panchayats Department.
Titled the Haryana Village Common Lands (Regulation) Fifth Amendment Rules, 2026, the amendment establishes a specific provision for reserving cultivable village common land for natural farming by eligible landless beneficiaries.
