Haryana opens university credit route for work experience

Panchkula, Oct 5 (UNI) Haryana has put in place detailed guidelines that allow eligible learners to convert skills and knowledge acquired through work experience, apprenticeships, training, and other forms of prior learning into academic credits, potentially reducing the time required to complete a formal qualification.
The Haryana State Higher Education Council (HSHEC) has framed the guidelines for implementation of Recognition of Prior Learning (RPL) in accordance with the University Grants Commission framework and the National Credit Framework. The state proposes implementing RPL in universities in phases.
Under the framework, learning acquired through formal, non-formal, and informal routes can be assessed and recognised for academic credit. The guidelines cover experience gained through on-the-job training, apprenticeships, internships, workshops, e-learning, volunteer work, project-based learning, and other practical or experiential routes.
A key provision allows credits earned through RPL to be transferred to the Academic Bank of Credits (ABC) and counted towards the credits required for a certificate, diploma or degree. The guidelines cap the RPL credits at 30 per cent of a programme's total credits.
The move is aimed particularly at bridging the gap between practical experience and formal qualifications. The guidelines note that more than 90 per cent of India’s workforce is employed in the informal sector, where workers often lack formal recognition of skills and knowledge acquired on the job, restricting opportunities for higher education and career progression.
The document gives the example of a person who has learnt Rewari making through years of working with parents or peers without formal education. Such a person could seek a certificate or diploma based on lifelong experience and may be exempted from certain courses after assessment.
Similarly, a diploma holder in nursing with relevant work experience who wants to pursue a higher qualification could receive credits for prior learning and exemption from specified courses, subject to assessment.
However, work experience by itself will not automatically translate into academic credits.
Candidates will have to demonstrate their knowledge and competence before an assessment panel. Universities can use portfolio assessment, written or online examinations, practical demonstrations, simulations, laboratory or workshop tasks, viva voce and interviews to evaluate prior learning.
Each state university will appoint an RPL nodal officer and constitute an RPL Assessment and Recognition Committee comprising the nodal officer, the head or director of the department concerned, two subject experts, and an external, industry, or community expert. The committee will examine evidence submitted by applicants and decide the recognition and credits to be awarded.
After successful assessment, candidates may be granted exemptions from specified courses and awarded credits. The committee can also recommend bridge courses or upskilling where required.
Approved credits will be uploaded by the Controller of Examinations to the Academic Bank of Credits linked to the candidate’s APAAR ID. The guidelines also provide that the duration of a programme for an eligible learner may be shortened in accordance with UGC norms.
The guidelines state that all university programmes will be offered under RPL, with applications to be invited three months before the beginning of an academic session. Universities may also design special programmes under RPL depending on requirements.
The framework, however, does not remove basic eligibility requirements for higher education. For admission to undergraduate and postgraduate programmes, applicants must possess the prescribed 10 2 and undergraduate qualifications, respectively. For diploma and certificate programmes, universities may offer bridge courses to candidates who do not possess the stipulated qualification.
Candidates dissatisfied with an assessment decision can file an appeal within 15 days. The RPL Appeal Committee, headed by the Dean of Academic Affairs, must dispose of the appeal within 15 working days, and its decision will be final.
