Himachal cuts pending Jamabandis by 90 per cent through digital transformation

Shimla, Nov 1 (UNI)Himachal Pradesh has reduced its backlog of pending Jamabandis (land records) by nearly 90 per cent, bringing down the number of such cases from around 6,500 to approximately 750, as the state government pushes digital transformation to make revenue administration more transparent and accessible.
The Revenue Department has also processed 2,12,918 revenue cases through its Revenue Management System (RMS), including 71,000 cases filed through the fully online and paperless Revenue Court Module launched in September 2025.
According to the state government, the digital initiatives are aimed at simplifying land-related services, reducing delays and ensuring that citizens do not have to make repeated visits to government offices for routine revenue matters.
The department has undertaken several measures over the past four years to digitise land records, introduce online procedures in revenue courts and improve public access to official documents. Platforms such as e-HimBhoomi, the Revenue Management System, RCCMS, Bhu-Naksha Portal and My Deed Portal have been introduced to modernise the functioning of the department.
The RMS portal has emerged as a key component of this initiative. It has been operating as a fully online and paperless system since September 1, 2025.
The Himachal Pradesh Revenue Courts Online Filing and Procedure Rules, 2025, notified on September 9, 2025, provide the regulatory framework for its functioning.
All 479 revenue courts across the state have been connected to the digital platform.
Nearly 28,000 cause lists have been generated through the system, while around 16,000 advocates and more than 52,000 citizens have registered on the portal.
To expedite the disposal of pending revenue disputes, monthly Lok Adalats are also being organised towards the end of every month. Cases concerning land partition, demarcation, correction of revenue entries and encroachments are being prioritised under the initiative. The government has also launched a special drive to clear the backlog of pending Jamabandis by assigning specific targets to revenue officers and field staff. Nearly 5,750 Jamabandis have been updated, incorporating land-related transactions undertaken over the past five years to reflect the latest position of land records.
Another significant initiative is the e-HimBhoomi platform, which enables citizens to access digitally signed Jamabandis.
People can now obtain certified copies of their land records directly on their mobile phones without having to visit revenue offices.
The facility is particularly useful for people living away from their native villages for employment or education, allowing them to access important land documents remotely.
The state government said these measures were intended to make revenue services time-bound, citizen-centric and accountable while improving the accuracy and accessibility of land records.
The shift towards digital governance is expected to streamline departmental procedures, reduce the burden of pending cases and bring revenue administration closer to citizens across Himachal Pradesh.
