UP Govt extends support in times of crisis, providing financial safety net to rural families

Lucknow, Nov 1 (UNI) The Risk Mitigation Fund, operated through the Uttar Pradesh State Rural Livelihoods Mission, is emerging as a source of financial support for rural families in need during difficult times. Through the government's sustained efforts over the past few years, the fund has provided more than Rs 415 crore to 36,330 Village Organizations.
Arun Kumar, Mission Director of the State Rural Livelihoods Mission, said here on Sunday that the Risk Mitigation Fund provides significant relief to rural families during emergencies.
Its objective is to extend financial assistance not only to members of Self-Help Groups affected by unforeseen disasters and incidents, but also to non-group members residing in the respective village panchayats. Operated through Village Organizations, this mechanism helps ensure assistance is available locally when needed.
Risk Mitigation Fund provides support in situations involving food insecurity, sudden illness, hospitalization, and other health-related risks, as well as crises caused by natural disasters. Families affected by fire, floods, lightning strikes, droughts, and accidents can also receive assistance under this arrangement. Single women, senior citizens, persons with disabilities, migrant individuals, and those suffering from serious illnesses receive special priority under the scheme.
Under the mission, each Village Organization is provided a one-time Risk Mitigation Fund of Rs 1.5 lakh. The Village Organization maintains this amount as a corpus fund and can use it to assist eligible families as needed. The Village Organization provides financial assistance, enabling families in need to receive support locally.
Under the fund, assistance of up to Rs 5,000 can be provided to a member of a Self-Help Group. The fund is also used to facilitate the inclusion of non-group members in Self-Help Groups. In special circumstances, financial assistance may also be provided as a grant with the consent of the Village Organization's office-bearers.
Women Self-Help Groups and Village Organizations play an important role in this initiative of the Yogi Government. These organizations, formed in villages, identify families in need and serve as a channel for providing financial assistance during times of crisis. This is strengthening the spirit of community support in rural areas while helping families recover from sudden financial setbacks.
To make rural families economically self-reliant, Self-Help Groups are also being connected with institutional credit under the State Rural Livelihoods Mission. Since the mission's inception, it has sanctioned loans totaling Rs 11,378 crore to more than 9.75 lakh Self-Help Groups. This is creating opportunities for rural women to develop livelihood resources, take up self-employment, and expand their economic activities.
