New districts will burden Himachal exchequer, alleges Sudhir Sharma

Shimla, Oct 15 (UNI) BJP MLA from Dharamshala Sudhir Sharma has questioned the Himachal Pradesh government's move to explore the creation of new districts, alleging that the exercise is aimed at diverting public attention from the state's financial crisis, unfulfilled poll guarantees and pressing development-related issues.
Addressing the Hamir Sangam organised by the Hamirpur Students' Association at Himachal Pradesh University on Thursday, Sharma termed the proposed administrative reorganisation a political gimmick, arguing that the state could ill afford the additional expenditure involved in setting up new districts.
He claimed that the exercise could cost the state several hundred crore rupees and questioned how the government would mobilise resources when Himachal Pradesh was already grappling with financial constraints and relying on borrowings to meet its requirements.
“Ghar Mein Nahin Daane, Amma Chali Bhunane,( Where there is not enough money at home, the mother sets out to celebrate,)," he remarked, questioning the government's priorities at a time when basic infrastructure and public services required greater attention.
Sharma said the creation of new districts would entail expenditure on administrative offices, staff and supporting infrastructure. The government should first assess the financial implications, identify funding sources and establish how the proposed changes would benefit the people, he added.
Accusing the government of diverting attention from more pressing concerns, the BJP leader said the debate could keep people occupied for nearly six months with discussions over which areas would be included in new districts and where their headquarters would be located.
He maintained that such deliberations would neither resolve the state's financial difficulties nor address the everyday problems faced by citizens.
Sharma said the government should instead strengthen the existing administrative machinery by adopting information technology and improving work efficiency. Greater use of technology could reduce the need for people to visit government offices repeatedly for routine work and ensure faster delivery of public services, he said.
Questioning the effectiveness of the existing system, he said people continued to face delays in getting their work done, while official files often moved from one officer to another without timely decisions. Creating additional administrative units without addressing these shortcomings could make governance more complicated, he cautioned.
Referring to the condition of roads, Sharma said the government should prioritise repairing damaged roads, filling potholes and providing essential facilities before taking up an expensive administrative exercise.
He also criticised the Congress government over its 10 poll guarantees, alleging that it had failed to fulfil its commitments. The government should explain its priorities and clarify how available financial resources were being utilised instead of shifting the public debate towards the creation of new districts, he said.
Sharma further questioned the need for expanding the administrative structure when concerns were being raised about the availability and deployment of administrative and IAS officers.
Referring to earlier district formations in Himachal Pradesh, he said local culture, language and regional conditions had been considered while determining administrative boundaries. Any future reorganisation should similarly be guided by genuine public requirements and regional considerations.
He said the government must establish the necessity of creating new districts, assess their financial viability and explain the tangible benefits for residents before proceeding with the proposal.
