Haryana child rights panel orders crackdown on child begging, labour in Panchkula from Nov 2

Panchkula, Oct 31 (UNI) The Haryana State Commission for Protection of Child Rights has ordered an 11-day drive from November 2 to identify and rehabilitate children engaged in begging and child labour in Panchkula, directing police to report children found begging at traffic signals through emergency helpline 112 and ensure action in suspected cases of exploitation.
The campaign, which will continue until November 12, will focus on identifying vulnerable children, ensuring their protection and rehabilitation, and bringing them into mainstream education. It will initially be implemented as a pilot project before being extended to other districts of Haryana, depending on its success.
Commission Chairperson Tripti Haripal Sheoran announced the initiative on Saturday after reviewing preparations with officials from various departments at a meeting held at the Mini Secretariat in Panchkula.
She directed the authorities to intensify surveillance at traffic signals, road intersections, markets, religious places, bus stands, railway stations, parks, tourist destinations and other public and commercial locations where children may be found begging, working or living in unsafe conditions.
The Commission has instructed officials to identify children requiring protection and assistance, arrange appropriate rehabilitation measures and ensure their access to education. Action under applicable rules will also be initiated wherever children are suspected of being exploited or forced into begging.
In specific directions to the traffic police, Sheoran said that whenever a child was found begging at a traffic signal, the matter should immediately be reported through emergency helpline 112 to facilitate intervention by the authorities.
She also directed that surveillance at traffic intersections should continue even after the special campaign concludes, stressing the need for sustained intervention to prevent children from returning to unsafe circumstances.
The Commission has placed particular emphasis on rehabilitation, recognising that identifying children engaged in begging or labour would not be sufficient unless they were provided with protection, educational opportunities and appropriate support.
Sheoran directed the District Child Welfare Council to ensure adequate facilities at childcare centres for children rescued from labour and other exploitative circumstances.
She said the admission of additional children should not adversely affect those already residing in childcare institutions and instructed officials to ensure that necessary facilities and services remained available.
The Commission has also called for counselling of rescued children and their parents or guardians to address the circumstances that may have contributed to their vulnerability.
Officials have been directed to inform families about government welfare schemes and assistance programmes available for children's rehabilitation, protection and education.
Sheoran said effective coordination among the police, education authorities, child welfare agencies, health officials and other departments would be essential to ensuring that identified children received appropriate assistance.
The Commission has also sought the participation of non-governmental organisations in raising awareness against child begging and child labour, particularly in slum settlements.
Sheoran urged NGO representatives to organise awareness programmes and sensitise families about the harmful consequences of involving children in begging and labour.
She also called for public awareness to discourage the practice of giving money to children engaged in street begging, while emphasising the importance of protecting and rehabilitating vulnerable minors.
The Commission chairperson instructed participating departments to work in close coordination and ensure that children identified during the campaign were connected with appropriate protection services and educational opportunities.
Officials from the police, Education Department, Women and Child Development Department, Child Welfare Committee, Health Department and other agencies attended the meeting.
The Commission has not announced a numerical target for identifying or rehabilitating children during the drive.
The results of the Panchkula pilot project will be assessed before a decision is taken on extending the initiative to other districts of Haryana.
