Concessional land given to private hospitals, but no concessional treatment for poor: Surjewala

Chandigarh, Sep 15 (UNI) Congress national general secretary and Rajya Sabha MP Randeep Singh Surjewala on Tuesday launched a sharp attack on the Haryana government, alleging that private hospitals are being given land at concessional rates, but no effective mechanism has been put in place to ensure that poor and economically weaker patients received free or subsidised treatment as mandated.
Calling it not merely an administrative failure but a “betrayal of the poor,” Surjewala claimed that the Bharatiya Janata Party (BJP) government has failed to enforce its own conditions despite complaints being raised for years.
He said the Haryana Shehri Vikas Pradhikaran (HSVP) had issued a policy in 2022 providing concessions to Economically Weaker Section (EWS) patients. However, according to him, complaints regarding non-compliance has been pending since 2016, and even after several years, the government has failed to establish an effective monitoring mechanism or provide data showing how many needy patients have actually benefited from the provision.
Surjewala alleged that 29 hospital sites across districts including Gurugram, Faridabad, Panchkula, Hisar, Rewari and Sonipat have been allotted to private operators on the condition that poor and EWS patients will be provided free or subsidised treatment.
“Concessional land has been given, but where is the account of treatment provided to the poor?” Surjewala questioned, purporting that proceedings before the Lokayukta has exposed serious gaps in the functioning of the Health Department, HSVP and the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).
The Congress leader said the Lokayukta has also raised serious questions over the implementation of the policy. Four years after the 2022 policy, its implementation remains effectively non-existent, he claimed, questioning why action has not been taken against hospitals that failed to fulfil the conditions attached to concessional land.
Citing the case of Rockland Hospital and other instances, Surjewala sought to know why hospitals reportedly failing to honour the mandatory conditions have not faced punitive action. He further alleged that while private hospitals have benefited from concessional land, restrictions on treatment for several ailments under schemes such as Ayushman Bharat and Chirayu Haryana has left poor patients dependent on already burdened government hospitals.
“This is not welfare; it is a system in which public resources are being handed over at concessional rates while the poor are denied the benefits attached to those concessions,” Surjewala contended, terming the policy anti-poor and a case of misuse of public resources.
Surjewala demanded that the state government immediately make public the hospital-wise record of EWS and BPL patients treated at all 29 concessional-land hospital sites, along with details of free or subsidised treatment provided.
Notably, he also called for a transparent and independent monitoring mechanism, strict action against hospitals found violating the terms of allotment and an independent inquiry into the purported failure to enforce the conditions attached to concessional land.
