Haryana plans to run buses to Bihar, issues draft transport pact

Kamlesh Kali
Panchkula, Nov 2 (UNI) Haryana has published a draft reciprocal transport agreement with Bihar covering interstate bus services, passenger fares, safety requirements and goods transport. Its route schedule includes Gurugram, Panipat, and Ambala in Haryana, and Patna, Purnea, Gaya, and Madhubani in Bihar.
The Transport Department’s notification, dated October 30, states that representations and suggestions on the proposal will be considered 30 days after its publication in the Gazette.
The agreement text states that it was executed on July 10, 2026, and specifies that it would take effect upon final publication.
“This reciprocal agreement shall come into force from the date of its final publication in the Official Gazette,” the draft states.
The proposed agreement would replace previous bilateral transport arrangements. The notification does not announce a date for the start of bus services.
The annexure lists distances ranging from 1,044 kilometres for Gurugram–Patna to 1,470 kilometres for Ambala–Purnea. Timetables would be fixed by the permit-issuing authorities in consultation with the state transport undertakings.
Scheduled services would be operated by the transport undertakings using owned, hired or contracted buses. Buses hired by the Bihar State Road Transport Corporation would have to use conductors employed by the corporation.
Passenger fares would be calculated at the rates prescribed by each state for the portion of the journey within its territory. Tickets issued for these services in one state would remain valid in the other.
The draft requires Bihar-owned or hired buses to follow Haryana Roadways’ arrangements for concessional and free-pass holders, or other applicable provisions issued by the state government.
Buses covered by the agreement would need vehicle-location tracking devices and one or more emergency buttons, except where specifically exempted by the union road transport ministry. Permit and licence holders, as well as drivers, would be subject to police verification.
The draft limits unrestricted operation on the interstate routes to vehicles up to 10 years old.
For goods vehicles, regular permits would require a countersignature from the other state, with no ceiling on the number. Temporary goods-carriage permits valid for up to 30 days could be issued without countersignature.
Goods vehicles would not be allowed to undertake transport exclusively between two points within the other state. Permit holders would have to pay applicable taxes before entering that state.
Temporary contract-carriage permits under Section 87 of the Motor Vehicles Act would cover one round trip for a single hiring party and remain valid for up to 15 days.
Vehicles operating in or through the National Capital Region would have to meet applicable emission requirements and comply with air-quality directions. The two states would exchange permanent bus-permit records quarterly to check unauthorised operations and tax evasion.
