Punjab assembly session ends in uproar as Congress MLAs allege denial of entry; Speaker orders probe

Neeraj Bali
Chandigarh, Oct 27 (UNI) The final day of the Punjab Assembly's special session was marked by uproar on Tuesday as Congress legislators accused security personnel of preventing them from entering the House, prompting Speaker Kultar Singh Sandhwan to order an inquiry.
Congress MLAs, wearing black scarves around their necks in protest, alleged that they were being deliberately prevented from participating in the proceedings.
Taking note of the allegations, Sandhwan directed the Assembly Secretary to investigate the matter.
"No honourable member will be prevented from entering the House unless action has been taken against them," the Speaker said.
Sandhwan also asked Bahujan Samaj Party legislator Nachhatar Pal whether he had faced similar restrictions. Pal replied that he was punctual.
Meanwhile, a heated confrontation erupted outside the Assembly between Congress MLA Sukhpal Singh Khaira and Aam Aadmi Party legislator Sarvjit Kaur Manuke, with both exchanging allegations.
Khaira questioned why no action had been taken on the Justice Gurnam Singh Commission report and raised allegations concerning police officers. He also accused Manuke of illegally occupying a property belonging to a non-resident Indian.
Rejecting the allegation, Manuke claimed that the Punjab and Haryana High Court had granted her relief in the property dispute and threatened legal action against Khaira.
"I will file a defamation case against Khaira," Manuke said, accusing the Congress legislator of making derogatory remarks against women.
She also challenged Khaira over allegations relating to a drug case and maintained that she had approached his press conference to respond to his accusations rather than disrupt it.
AAP legislator Kuldeep Singh Dhaliwal, meanwhile, challenged opposition members to raise their concerns inside the Assembly instead of protesting outside.
"Come inside the House and speak while looking the Chief Minister in the eye," Dhaliwal said.
He said the House was scheduled to discuss issues concerning the Kartarpur Corridor, while opposition leaders accused the government of restricting their ability to raise questions.
According to the Assembly's agenda, the annual report of the Punjab State Human Rights Commission for 2025-26 was scheduled to be tabled, along with the financial statements of the Punjab Scheduled Castes Land Development and Finance Corporation for the year ending March 31, 2022.
The special session, which began on October 22, has witnessed repeated confrontations between the treasury and opposition benches.
Proceedings on the opening day were adjourned within approximately nine minutes following disruptions. On October 23, the Assembly debated the Special Intensive Revision (SIR) of electoral rolls and passed a resolution against Chief Election Commissioner Gyanesh Kumar, seeking an independent investigation into alleged electoral roll irregularities.
The House did not meet from October 24 to 26 because of the weekend and a holiday before reconvening for its final sitting on Tuesday.
