Punjab offers shop ownership rights to long-term tenants, sets Nov 6 deadline

Chandigarh, Oct 8 (UNI) Punjab on Thursday launched a scheme allowing eligible shopkeepers occupying municipal properties on rent or lease to acquire ownership rights at concessional rates, with applications to be accepted until November 6.
Local Government Minister Harjot Singh Bains said the "Meri Dukan, Mere Naam" scheme would cover shopkeepers who could establish at least 12 years of lawful possession before April 1, 2020.
Under the scheme, economically weaker applicants earning below Rs 3 lakh annually will pay 12.5 per cent of the collector rate, while those earning between Rs 3 lakh and Rs 8 lakh will pay 25 per cent.
Applicants earning between Rs 8 lakh and Rs 15 lakh will pay 50 per cent, while those earning above Rs 15 lakh will pay the full collector rate. Concessional rates will apply to shops measuring less than 50 square metres.
"We are ensuring that our trader brothers get their rightful ownership. This scheme is a Diwali gift for the trading community," Bains said.
An SDM-level committee will scrutinise applications, while a deputy commissioner-level committee will determine prices.
The minister clarified that sub-tenants and occupants of parks, streets or public utility land would not qualify.
